("KHA" or "the Consultant") is pleased to submit this <br />letter agreement (the "Agreement") to the City of New Brighton ("the Client") for <br />engineering services required for the preparation of a preliminary design/layout for the <br />reconstruction of Old Highway 8 north of 1-694. Our project understanding, scope of <br />services, schedule, and fee arc detailed below. <br /> <br />Project Understanding <br /> <br />We understand that the City is planning to reconstruct Old Highway 8 north of 1-694 in <br />2007 as a part of the overall Northwest Quadrant Redevelopment project. The roadway is <br />proposed to be reconstructed from the north side of the existing bridge over 1-694 to north <br />of the access driveway into Long Lake Regional Park. The total length of the proposed <br />roadway improvement project is approximately 2,600 linear feet. <br /> <br />The roadway is proposed to be reconstructed based upon the recommendations included in <br />the Northwest Quadrant Framework Plan and Design Guidelines prepared by Dahlgren, <br />Shardlow, and Uban, Inc. The proposed design for Old Highway 8 includes the <br />following: <br /> <br />. Parallel parking bays defined with curb bump-outs where possible <br />. Transit stops <br />. Tree-lined boulevards and sidewalks in residential areas <br />. Wide sidewalks with trees, lighting, benches, and other amenities in the commercial <br />areas <br />. Bike lane connections to the regional trail system <br /> <br />In addition, the roadway design must consider the recommendations included in the <br />Northwest Quadrant Traffic Study, as prepared by Meyer, Mohaddes Associates, Inc. The <br />traffic study proposes that traffic signals be installed along Old Highway 8 at 14th Street <br />NW and at the two new roadways that extend cast and west into the Northwest Quadrant <br /> <br />. <br />TEL 651 645 4197 <br />FAX 651 645 5116 <br />
