Page 4
Council Meeting Minutes - April 24, 2001

I

Council Business. continued

Mr. Kodet, project architect, responded to questions relating to drainage, parking lot usage,
landscaping, and parking. Tn regards to drainage, runoff will be filtered into the holding pond
per Rice Creek Watershed District requirements. Kodet felt the use of the parking lot by
skateboarders would need to be researched, and noted that church members are good stewards
oftheir property and will maintain the grounds exceptionally. They are confident of the
number of proposed parking stalls, and will work with neighbors and staff to come to a mutual
agreement regarding landscaping and fencing.

Dale Connelly, 2611 Wexford Ct., agreed this is a compatible use, but noted concem of the
garbage dumpster location. Larson suggested the dumpster be located within a structure to
shield its view from the public. Kodet said the proposal involves screening the dumpster with
wood fencing, and will work with the residents to determine the most desirable location.

Mike Ovshak, 2531 Wexford Ct., prefers the dumpster be enclosed within a structure, and
asked that the residents have opportunity to review the final landscape plans. Kodet agreed to
work with the residents on landscaping and screening plans. Larson reiterated his interest in
construction of a structure which would contain maintenance equipment and the dumpsters.

Motion by Samuelson, seconded by to WAIVE THE READING AND ADOPT
RESOLUTION APPROVING SP 01 - 03 &LP 01 - 04, SUBJECT TO THE
FOLLOWING CONDITIONS:

11.
2.

APPROVAL BY RICE CREEK WATERSHED DISTRICT.
RAMSEY COUNTY APPROVAL OF EGRESS/INGRESS OF SILVER LAKE
ROAD AND CO.
