These
ordinances add burdens which create additional costs which contribute to less affordable
housing availability. They are strong supporters of working together with communities
to develop crime free housing. Fulton agrees affordable housing is a significant issue,
and the City's long term goal is to encourage home occupancy and investment in
ownership. New Brighton meets the Metropolitan Council affordable housing goals.

LeFevere explained that a 6 month provisional license is workable and provides for
modification of a mitigation plan. Operators are responsible to take reasonable steps to
assure a safe environment for residents.

Lisa Bayou, New Brighton View Apartments Manager and Property Managers Coalition
Co-Chair, confirmed that State law requires managers to make good faith effort to
provide adequate time to a tenant to allow a housing inspector to enter an apartment to
perform an inspection. State law does not require a 24 hour notice. The New Brighton
Public Safety Department is proactive and extremely helpful in resolving issues.
LeFevere noted that the "right of entry" is included in the ordinance.

Moore-Sykes said the City ensures public safety for all no matter if a resident lives in a
single family home or apartment building. In no way should the ordinance be viewed as
the reason for increased rental rateS. She believes it is the responsibility of the apartment
managers and property owners to make their facility safe.

Motion by Moore-Sykes, seconded by Hoffman, to RECEIVE INPUT AS
APPROPRIATE FROM THE AUDIENCE AND CONTINUE ISSUE UNTIL
FEBRUARY 13,2001 FOR A DECISION REGARDING THE REVISION OF CITY
CODE CHAPTER 13 RELATING TO MULTI FAMILY RENTAL HOUSING.

4 Ayes - 0 Nayes, Motion Carried.

Announcements and Updates

The next upcoming Grid meeting will be held January 31, 2001.
