RCWD proposes the following special
assessments: 50% of lagoon dredging - $20,500 and RCWD Engineering and Incidental
Costs - $8,132 for a grand total of $28,632.

According the City policy, the City would pick up 25% of the cost of lake restoration
projects. The City also charges a minimum $1,000 administrative fee for small projects.
Of that grand total, $7,408 would be picked up by the City. Dividing the total cost
($22,224) by the 16 properties would equal an assessment of$1,389/1ot.

Roger Schilling, property owner, thanked the City staff for the efforts in this project.

1'hcre were no other public comments.

Motion by Samuelson, seconded by Moore-Sykes, to CLOSE PUBLIC HEARING.

5 Ayes - 0 Nayes, Motion Carried.

Motion by Moore-Sykes, seconded by Samuelson, to OPEN THE SPECIAL
ASSESSMENT HEARING FOR LAKEBROOK LAGOON DREDGING PROJECT.

5 Ayes - 0 Nayes, Motion Carried.

There were no public comments.

Motion by Samuelson, seconded by Moore-Sykes, to CLOSE THE SPECIAL
ASSESSMENT HEARING.

5 Ayes - 0 Nayes, Motion Carried.

Motion by Samuelson, seconded by Hoffman, to WAIVE THE READING AND
ADOPT THE RESOLUTION FOR ASSESSMENTS ON THE LAKEBROOK
LAGOON DREDGING PROJECT 00-9.

5 Ayes - 0 Nayes, Motion Carried.

Finance Director Margaret Egan presented the Truth in Taxation Hearing for the 2001
Budget and Tax Levy. The City dedicates property taxes to general operations and debt
repayment. The need for taxes is increasing due to rising costs and service additions in an
era of limited growth in non-tax revenues. Truth in Taxation Notices stated a proposed
levy of $3,550,000 or 11.6% increase over the 2000 levy, however, further reductions now
provide a 9.7% increase or $3,482,000. The proposed 2001 Budgct is $13,961,000 or a
6.62% change from 2000. These changes reflect a commitment to quality services.
Council and staff believes the budget should be fully funded, use of customer charges
when special benefit is received, use of taxes and state aid for general benefit services,
and resourCes should provide supplement to reduce tax need.

The General Fund includes the following pcrsonnel changes: Deputy Fire Director,
Liaison Officer, Office Assistant, Fire Marshall, Code Enforcement Officer, Information
Systems Manager, Public Works Maintenance Worker, and Aquatics Coordinator.

Public Hearing

Lakebrook Lagoon
Dredging Project 00-9
Report 00-301
Resolution 00-111
Resolution 00-112

Truth in Taxation
Hearing
Report 00-302
