<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 28, 2000 <br /> <br />Page 2 <br /> <br />Consent A2enda <br /> <br />Motion by Hoffman, seconded by Moore-Sykes, to APPROVE THE CONSENT <br />AGENDA ITEMS AS FOLLOWS: <br /> <br />1. <br /> <br />CONSOLIDATED VOUCHERS: 091159 - 091352 FOR A GRAND TOTAL <br />OF $633,908.15. <br />CONSIDERATION OF AUTHORIZATION FOR THE DEPARTMENT OF <br />PUBLIC SAFETY TO ORDER TWO FORD CROWN VICTORIA SQUAD <br />CARS PER STATE BID PRIOR TO END OF 2000 FOR DELIVERY AND <br />PURCHASE IN 2001. <br />CONSIDERATION OF AUTHORIZATION TO APPROVE THE <br />QUOTATION FROM KEYS WELL DRILLING FOR THE <br />MAINTENANCE WORK ON WELL PUMP 4 AND APPROVE THE <br />QUOT ATION FROM BERGERSON CASWELL FOR THE <br />MAINTENANCE WORK ON WELL PUMP 13 AND TO AUTHORIZE <br />THE EXPENDITURE OF UP TO $25,000 PER WELL FOR THE <br />MAINTENANCE WORK. <br />CONSIDERATION OF APPROVAL TO ACCEPT THE FAMILY <br />SERVICE CENTER 2001-2003 LEASE AND FORWARD TO MOUNDS <br />VIEW PUBLIC SCHOOLS. <br /> <br />2. <br /> <br />3. <br /> <br />4. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearin2 - None <br /> <br />Council Business <br /> <br />Assistant Community Development Director David Black presented the Brighton Village <br />Shopping Center Evaluation and Market Analysis. In response to community concerns <br />arising from the sudden closing of Lunds grocery, Council directed development of a <br />market survey. The study was performed by McComb Group to identifY interested parties <br />and cvaluate the market for alternate development permitted at this sitc. <br /> <br />Jim McComb feels that Brighton Village is a great location with traffic counts, cxccllent <br />trade area, above average income, and increasing market shares. McComb contacted five <br />grocery operators, but found no interest in the 25,000 sq. ft. space and some noted concern <br />of traffic congestion. McComb added that the fastest growing anchor type for retail <br />centers are medical/drug stores which could eventually be the main anchor for the Center. <br />Larson thanked McComb for the market analysis and agrees that grocery chains are not <br />interested in small or medium sized grocery stores. <br /> <br />City Manager Matthew Fulton explained that staff has been meeting with Kraus <br />Andcrson, owner of Brighton Center, to develop strategies and opportunities. The biggest <br />concern is potential impact to surrounding land uses associated from any subsequent land <br />use developed on the parcel.
