<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 22, 2000 <br /> <br />Page 6 <br /> <br />Council Business. continued <br /> <br />Motion by Moore-Sykes, seconded by Samuelson, to AUTHORIZE STAFF TO <br />PREP ARE AN ORDINANCE AMENDMENT FOR PLANNING COMMISSION <br />REVIEW. <br /> <br />5 Ayes. 0 Nayes, Motion Carried. <br /> <br />Community Development Director Kevin Locke presented a contract for redevelopment <br />with Dalstar for construction of a 684,000 sq. ft. office/warehouse building on the former <br />MacGillis and Gibbs property. This project would be the next in the series of <br />redevelopment projects located in the City's TIF District #26. <br /> <br />Motion by Gunderman, seconded by Hoffman, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION AUTHORIZING EXECUTION AND DELIVERY OF <br />CONTRACT FOR PRIVATE REDEVELOPMENT BY AND BETWEEN CITY OF <br />NEW BRIGHTON, MINNESOTA AND DALSTAR NEW BRIGHTON LLP. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Locke presented terms for the purchase ofthe Brighton Lanes property located at 1180 <br />Old Hwy 8 NW. This property is located with the Northwest Quadrant and staff <br />proposing the City purchase the property in anticipation for future development. The <br />owner is a willing seller and acceptable terms for the purchase have been worked out. <br /> <br />Motion by Hoffman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION AUTHORIZING NEGOTIATION, EXECUTION, <br />AND DELIVERY OF A PURCHASE AGREEMENT BETWEEN THE CITY OF <br />NEW BRIGHTON AND KATHY MILLER AND OTHER OWNERS FOR THE <br />PROPERTY AT 1180 OLD HWY 8 NW. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Teague presented a special use permit for H. Brooks and Company for the purpose of <br />operating a food processing, packaging, warehousing, and distribution center at 600 <br />Lakeview Point. Approximately 130 employees will be working on the site and truck <br />traffic would involve 600 trips per day, including weekends. The City Forester has <br />requested modifications to the landscape plan for additional screening. <br /> <br />SEH performed a study and found that traffic levels do not warrant a signal on Old Hwy <br />8/Campus Dr.lLakeview Point and the current situation is adequate to support the use. <br /> <br />Staff suggested inclusion in the resolution that decibe11evels of the refrigerated trucks <br />shall not exceed EPA sound levels. Teague received calls from the owners of nearby <br />apartment buildings expressing concem of noise generated from these trucks.
