A delinquency is defined as unpaid charges <br />which are at least ninety (90) days past due and over $100.00 as of September. <br /> <br />For two of the three billing areas, the certification process has been completed. <br />Payments are still being collected for the third billing area. Collection for this <br />area will be accepted until the end of September. However, to meet the certificator <br />deadline required by the County, the City Council must take action at the meeting or <br />the 26th of September. <br /> <br />For the two billing areas where the certification is complete, the amount to be <br />certified is $52,000.00. For the third billing area, the certified amount is <br />estimated to be 28,200.00 for a total certification of $80,200.00. The third <br />billing area will be incorporated into the certification by an addendum. <br /> <br />A portion of the total certification is late charges. The late charge is <br />cumulative, at the rate of 10% on the unpaid balance. For the two billing areas <br />that are complete, $10,100.00 of the total is late charges. An estimated $3,700.00 <br />of late charges are included for the incomplete third billing area. <br /> <br />The estimated total of $80,200.00 represents 3.6% of all utility billings. The <br />history of certification shows that the current rate is a slight decrease.
