<br />'" <br />\~ji <br /> <br />'" <br /> <br />I:' <br /> <br />I; <br />,- <br />i' <br /> <br />RESOLUTION NO. 88-89 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION MAKING FINDINGS OF FACT AND APPROVING PRELIMINARY PLANNED <br />RESIDENTIAL DEVELOPMENT PRD-50 AND Preliminary Plat PL-175. <br /> <br />WHEREAS, an application for preliminary PRD-50 and preliminary PL-175 <br />has been made by Harstad Companies, Inc.; <br /> <br />WHEREAS. the procedural history of the application is as follows: <br /> <br />1. An application for preliminary PRO-50 and preliminary PL-175 was - i <br />filed with the City of New Brighton on June 3, 1988. <br /> <br />2. The Planning Commission, pursuant to published and mailed notices, <br />held a public hearing on Preliminary Plat PL-175 and preliminary I <br />PRO-50 on June 21, 1988, and all persons present at the hearing wer~ <br />given an opportunity to be heard. i <br /> <br />3. The City Council reviewed PL-175 and PRO-50 on June 28, 1988. I <br /> <br />NOW THEREFORE BE IT RESOLVED, the City Council makes the following <br />Findings of Fact in respect to PRO-50 and PL-175: <br /> <br />1. The site is presently vacant and approximately 27.8 acres in size <br />and located north of 1-694 and west of 27th Avenue NW. <br /> <br />il <br /> <br />2. The property is zoned R-1, Single Family Residential and R-2, Two <br />Family Residential. <br /> <br />'i <br /> <br />3. The surrounding property is zoned R-3B Multiple Family, R-2 Two <br />Family, and B-1 Limited Business to the east, R-1 Single Family to i <br />the north, and townhouses are constructed within the City of Fridle~ <br />border to the west. ' <br /> <br />4. A report by Barr Engineering indicates stormwater runoff and <br />drainage patterns generated by the proposed development would be <br />adequately handled by on-site retention ponds, thereby, allowing <br />ponds north of 12th Street NW and in Freedom Park to maintain a <br />stormwater level below their projected capacity. <br /> <br />6. <br /> <br />, <br />" <br /> <br />,- <br /> <br />7. <br /> <br />The preliminary PRO allows for an increase in land use intensity <br />from 1-694 to the apartment buildings, townhomes, and finally singl~ <br />family homes to the north. i <br /> <br />, <br />! <br /> <br />8. <br /> <br />The proposed land use pattern creates the potential for a similar <br />pattern of land use to develop on vacant parcels to the east and <br />compliments the existing land use of developed properties in the <br />surrounding area. <br /> <br />9. <br /> <br />The Preliminary Plat and PRO would create a 5.9 acre City park; <br />park would be comprised of 3.6 acres of City owned property and <br />acres to be dedicated by the applicant with a remaining park <br />dedication fee balance based on .48 acres. <br /> <br />i <br />I <br />i <br />I <br />saiq <br />2.3 <br /> <br />10. The City Park Board at its June 1, 1988, meeting recommended <br />approval of the proposed development plan. <br />
