Comments attached <br /> <br />Recommendation: <br /> <br />To approve the 2006-2007 Master Labor Agreement between Law Enforcement Labor Services <br />Local No. 113 (Patrol Officers) and the City of New Brighton. <br /> <br />Legislative History: <br /> <br />. <br /> <br />The City and the LELS Patrol Officers Union were at an impasse for contract negotiations for the <br />2006-2007 collective bargaining contract. As a result, the two parties submitted issues for <br />binding arbitration. The arbitration hearing was held on April 19, 2006 before Arbitrator Andrea <br />Kircher. The City Council formally accepted the arbitration award at the June 13,2006 Council <br />Meeting. The final step in the process is for the City Council to adopt the Master Labor <br />Agreement. <br /> <br />Financial Impact: <br /> <br />The contract effective date is January I, 2006 so the increases in wages, insurance, and other <br />benefits will impact the 2006 budget. The 2006 budget incorporated adequate funding for wages <br />and insurance contributions. However, the arbitrator awarded an additional $100 for the School <br />Resource Officer specialty pay which was not included in the 2006 budget. This amounts to an <br />additional cost of $1800 for 2006. The arbitration award also included an additional $40 <br />increase per officer for uniforms. This results in an additional $760 which was not provided for <br />in the 2006 budget. <br /> <br />Explanation: <br /> <br />Duration <br />The City of New Brighton and LELS No. 113 (Patrol) have reached agreement on the 2006-2007 <br />labor agreement. This contract is similar to the Sergeants Union and Teamsters Union contracts <br />in terms of 2006 wage increase and health insurance contribution. This is a two-year contract <br />that will conclude December 31, 2007.
