<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 25,2000 <br /> <br />Page 3 <br /> <br />Council Business <br /> <br />City Planner Cary Teague presented a petition pertaining to accessory structureS and <br />property maintenance concerns. The request pertains to banning construction of accessory <br />structures in residential areas as well as reducing the number ofvehic1es allowed to be <br />parked on residential properties. This petition is in followup to the unscheduled <br />discussion which occurred at the July II Council meeting regarding a structure proposed <br />in this particular neighborhood. Larson directed staff to undertake any specific action in <br />response to this petition. <br /> <br />Motion by Hoffman, seconded by Samuelson, to FORMALLY RECEIVE THE <br />PETITION AND DETERMINE APPROPRIATE FOLLOW-UP STEPS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Teague presented the final plat for development of property located at the south end of <br />10lh Ave. NW to create four single family residential lots. The proposal meets all setback <br />and code requirements, and appropriate locations for individual utility connections and the <br />watermain have been determined. The final grading plan will be subject to approval of <br />the City Engineer and Rice Creek Watershed District (RCWD). A $750/lot Park <br />Dedicate fee is required. The Planning Commission recommended approval. <br /> <br />Hoffman asked ifthe development could produce drainage problems impacting <br />surrounding properties. Teague feels the drainage and grading plan will not negatively <br />impact adjacent properties, and the developer will explore options with RCWD. <br /> <br />Larson asked what methods will be used to deter drainage from negatively affecting <br />adjacent properties. Teague said the City Engineer was confident that all water from the <br />site would be self-contained or drained off site. Larson asked if there will be landscape <br />berming along the perimeter of the parcels. Teague said there has been discussion <br />regarding installation of a drainage pipe along the southerly border which would channel <br />drainage into the creek with some type of filtration system. <br /> <br />James Sawyer, 1041 2nd St. NW, noted concerns involving increased traffic, inconsistent <br />building setbacks, impact to wildlife and trees, increased water problems, and inconsistent <br />home values. Also, the adjacent homeowners do not support this development, and were <br />unaware the property was to be sold. <br /> <br />A representative for the applicant stated the property was listed for sale for several <br />months, and the developer has a very good reputation for constructing high quality homes. <br />The proposal meets all requirements, and addresses any possible drainage issues. <br /> <br />Julie Sawyer, 1041 2nd St. NW, was under the assumption that when the church was <br />constructed, this area would remain natural wildlife. Larson confirmed there was never an <br />indication that this area would remain in its natural state. Sawyer noted great conCern of <br />this development's detrimental impact on the wildlife. <br /> <br />Bruce Nedegaard, applicant, intends to retain as many existing trees as possible. <br /> <br />Sawyer asked if the watershed would be affected by this proposal.
