CONSIDERATION OF APPROVAL TO ISSUE A PERSONAL SERVICE <br />LICENSE FOR THERAPEUTIC MASSAGE TO BARBARA JO DAHLEN, <br />VALID UNTIL DECEMBER 31, 2000. <br /> <br />3. <br /> <br />CONSIDERATION OF APPROVAL TO WAIVE THE READING AND <br />ADOPT THE RESOLUTION AUTHORIZING CHIEF OF POLICE TO <br />APPLY FOR AND EXECUTE A GRANT AGREEMENT FOR SAFE AND <br />SOBER COMMUNITIES. <br /> <br />4. <br /> <br />CONSIDERATION OF APPROVAL TO LEASE SPACE TO TOUR FIT, <br />INC. ON A MONTH TO MONTH BASIS FOR $1,000.00 PER MONTH. <br /> <br />5 Ayes ~ 0 Nayes, Motion Carried. <br /> <br />Public Hearing - None <br /> <br />Council Business <br /> <br />Finance Director Margaret Egan presented the 1999 Final Report of Operations. The <br />report shows the City continues in a strong financial position. Key factors include a <br />$400,000 increase in the general fund reserves, enterprise services profits, and $2,400,000 <br />community redevelopment investment. In 1999, the City expended $15,365,000 for <br />services and capital projects from a combination of taxes and non-tax revenues. Total <br />1999 Revenue was $15,446,000. <br /> <br />Program areas where customer charges pay for costs are License Bureau, Family Service <br />Center (required less than originally budgeted), recreation programs, golf course, driving <br />range, water and sewer. Water and sewer residuals will come back to customers by lower <br />rates. In addition, the investment portfolio showed earnings of $1,818,000. Reserves <br />decreased by $917,000 due to planned withdrawals for the Park Plan and debt retirement. <br />Another $1,750,000 will be withdrawn in 2000 to complete the Park Plan. Egan thanked <br />Dianne Fiebiger and Patty Isaacson for creation ofthe report. <br /> <br />Samuelson asked if the negative associated with the FSC is reflected by meeting space <br />allocations provided for community events. Egan confirmed that the consequence of in- <br />kind space, membership fees, and other services relate to $34,000. Samuelson is pleased <br />the City can provide services and still show decreases in projections. <br /> <br />Motion by Hoffman, seconded by Gunderman, to RECEIVE THE 1999 FINAL <br />REPORT OF OPERATIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Planner Cary Teague presented a request by Daleo Enterprises for a site plan review <br />to construct a 74,770 sq. ft. office/warehouse at 314 5th Ave. NW. The proposal meets <br />setback and parking requirements, and the City Forester made minor changes to the <br />landscape plan. The Planning Commission recommends approval.
