LANDSCAPING/GREEN AREA PROVIDED AS SHOWN ON <br />LANDSCAPE PLAN DATED 6.1-2000 WITH EXCEPTION OF <br />FOLLOWING: BOULEVARD TREES ELIMINATED INCLUDING <br />PROPOSED ADJACENT TO CAR ENTRANCE; THE HONEY LOCUST <br />TREES BE REPLACED WITH GREEN ASH OR LINDEN TREES. <br />2. ADDITIONAL SIXTEEN (16) PARKING STALLS MUST BE PROVIDED <br />IN REAR YARD TO COMPLY WITH CITY'S MINIMUM PARKING <br />STALL REGULATIONS. <br />3. ANY SIGNAGE SHALL BE REQUIRED TO MEET THE PROVISIONS <br />OF THE SIGN ORDINANCE SECTIONS 9-010 THROUGH 9-180. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Economic Redevelopment Specialist Ros Scaff presented a purchase agreement for the <br />Alano property at 620 5th Ave. NW. In 1999, Council authorized acquisition of property <br />for the residential component of the Main Street Village project, and it is critical the <br />process is completed with the remaining Alano building. The property is valued at <br />$132,000, and Alano requested a $250,000 lump sum. Through negotiations, staff <br />established a $200,000 lump sum which includes relocation assistance. Ifnegotiations <br />fail, use of Eminent Domain would be pursued, but Scaff feels this is unlikely to occur. <br />Scaff does not anticipate any problems and the closing would proceed fairly quickly. <br /> <br />Motion by Moore-Sykes, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT RESOLUTION AUTHORIZING PREPARATION AND EXECUTION OF <br />A PURCHASE AGREEMENT FOR 620 5TH AVE. NW, AND WAIVE THE <br />READING AND ADOPT THE RESOLUTION AUTHORIZING EMINENT <br />DOMAIN PROCEEDINGS TO ACQUIRE PROPERTY IN TIF DISTRICT #26. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Teague presented site plan, special use permit, and non.conforming use permit to remodel <br />the South China Inn Restaurant, 2350 Palmer Dr., into a convenience store, gas station and <br />car wash. The gas station would be open 24 hours and car wash would operate 6:00 a.m.- <br />11 :00 p.m. The proposal meets building setbacks, parking, and canopy requirements. The <br />City Code states no more than two curb cuts per lot, but the proposal lists three. Staff <br />recommends elimination of one curbcut and realignment of the other two with entrances <br />across the street. The City Forester suggested filling in areas along the 25 ft. buffer strip. <br /> <br />Concerns of increased traffic, car wash noise, lighting, and air quality were raised at the <br />Planning Commission. The use would increase daily vehicle trips by 600, and the car <br />wash doors will remain closed until cycle is complete to prevent noise impacting the town <br />homes. The applicant will also submit a lighting plan. Teague said the applicant currently <br />leases the adjacent Amoco at 1201 Silver Lk. Rd. and proposes to upgrade this station and <br />remove the gas pumps. The applicant is in negotiation with Amoco to purchase the site, <br />but no closing date has been determined.
