Also, the MPCA <br />requires gas stations exceeding 17 fueling bays submit a permit, and a condition of <br />approval should be added stating installation of Stage One Vapor Recovery System. <br /> <br />Samuelson said the Planning Commissioners were thoughtful of the application, but were <br />concerned of the number of gas pumps and uncertainty ofthe station purchase. <br /> <br />Gunderman supports the proposal. <br /> <br />Moore-Sykes feels the applicant has maintained the current business well, but has concern <br />regarding noise and lighting impacts to the adjacent neighborhood. <br /> <br />Hoffman believes there are many unanswered questions and feels the neighborhood will be <br />impacted greatly by the proposal. <br /> <br />Bob Smith, applicant, said relocating the service facility to the restaurant site will require <br />expensive soil correction, and strongly recommends the two curb cuts for pump island <br />access. He intends to minimize negative impacts to the town homes, and is in <br />negotiations with Amoco to purchase the station. Larson asked if one curb cut could be <br />moved. Smith acknowledged without owning the property it would be difficult to make <br />adjustments. <br /> <br />Barb Jones, 1245 Brighton Sq., feels the proposal will greatly impact the townhomes. <br /> <br />Sherry Stevenson, 1213 Brighton Sq., said the car wash will be detrimental to livability. <br /> <br />Larson asked what other allowable uses could reside on this parcel. Teague said the auto <br />body/24 hour service station would be the most intense allowable use. <br /> <br />Joe Kinney feels the proposed landscaping will not adequately provide screening. <br /> <br />Bob Malmquist, 1285 Brighton Sq., acknowledges that Smith has maintained the current <br />facility, but has issue with the unresolved ownership of the Amoco station. <br /> <br />Larson confirmed that the City has not heard that an upcoming proposal for a grocery store <br />to be located at Brighton Village Shopping Center is forthcoming. <br /> <br />Samuelson asked if the canopy lighting would be visible from the town home property. <br />Teague acknowledged that the canopy lighting would be somewhat visible. <br /> <br />Motion by Gunderman, to WAIVE THE READING AND ADOPT THE <br />RESOLUTIONS APPROVING NCOO-4 AND SPOO-8 SUBJECT TO COMPLIANCE <br />WITH THE FOLLOWING CONDITIONS: <br />1. HOURS OF OPERATION OF THE CAR WASH SHALL BE FROM 6:00 <br />AM TO 11:00 PM. <br />2. PERIMETER CURBING BE INSTALLED AROUND OFF -STREET <br />PARKING AND DRIVE-AISLES. <br />3.
