ONE-WAY AREAS ON PARKING LOT SHOULD BE MARKED WITH <br />SIGNAGE TO DIRECT TRAFFIC. <br />S. OFF-STREET PARKING STALLS MUST BE STRIPED WITH WHITE <br />OR YELLOW PAINTED LINES NOT LESS THAN FOUR INCHES WIDE. <br />6. APPLICANT SHALL WORK WITH CITY FORESTER TO "FILL IN" <br />CERTAIN AREAS WITH CONIFEROUS AND DECIDUOUS TREES <br />ALONG 25 FT. BUFFER STRIP TO PROVIDE SITE SCREENING. <br />7. BOULEVARD ON EAST SIDE OF BUILDING SHALL BE EXPANDED <br />TO MEET THE 30-FOOT GREEN SPACE SETBACK REQUIREMENT. <br />8. PROVISION OF A BOND OR LETTER OF CREDIT IN THE AMOUNT <br />EQUAL TO 100% OF THE COST TO INSTALL LANDSCAPING, <br />CURBING AND PAVING TO ENSURE THAT THESE ITEMS ARE <br />INSTALLED PER THE APPROVED PLANS. <br />9. CANOPY LIGHTING FOR THE CONVENIENCE STORE MUST BE <br />RECESSED INTO THE CANOPY SO AS NOT TO BE VISIBLE FROM <br />ADJACENT PROPERTIES. <br />10. THE APPLICANT MUST SUBMIT A LIGHTING PLANS SHOWING <br />LUMEN LEVELS OVER THE ENTIRE SITE. SAID ON-SITE LIGHTING <br />SHALL NOT EXCEED .4 FOOT CANDLES ALONG THE NORTH <br />PROPERTY LINE. <br />11. THE CAR WASH EXIT DOOR MUST BE CLOSED DURING THE <br />OPERATION OF THE CAR WASH, AND MAY NOT BE OPENED UNTIL <br />ALL CAR WASH MACHINERY, ESPECIALLY THE BLOWERS, ARE <br />TURNED OFF. <br />12. Hoffman <br />agreed the many unknowns make approval difficult. <br /> <br />Motion Hoffman, seconded by Samuelson, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION DENYING NCOO-4 AND SPOO-8. <br /> <br />4 Ayes - 1 Nay (Gunderman), Motion Carried. <br /> <br />Teague presented a special use permit for Industrial Equities, 575 Old Hwy 8, to construct <br />an 8 ft. high fence in the street yard off Campus Dr. The Code limits frontyard fencing to <br />3.5 ft. height and 75% of air must pass through fencing. In this case, the property fronts <br />both Old Hwy 8 and Campus Dr., and requires a special use permit. The fencing would <br />provide security for the vehicle storage area and provide screening to adjacent properties. <br />The 8 ft. high fence would be located on the north and east side, and a chain link fence <br />will serve as a gate into the site.
