However, Meritide is in an unique circumstance with the <br />inability for utilization ofthe narrow strip of adjacent land. City Attorney Charlie <br />LeFevere understands staff difficulty being the hardship relates to surrounding property, <br />and not the applicant's property. <br /> <br />Motion by Gundennan, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION RECOMMENDA TION APPROVAL OF VNOO-4. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Teague presented a preliminary plat for development offour single family residential lots <br />west of the Old Hwy 8 and Co. Rd. E intersection which would gain access off loth Ave. <br />The proposal meets code requirements for lot size, width and street access. The applicant <br />has not submitted a detailed utility, grading and drainage plan, and final plan showing <br />legal descriptions and easements which will need to be received for final plat approval. <br /> <br />Larson confirmed that the applicant will be responsible for street and utility constmction. <br /> <br />Motion by Samuelson, seconded by Hoffman, to WAIVE THE READING AND <br />ADOPT RESOLUTION RECOMMENDING APPROVAL OF PRELIMINARY <br />PLAT OF PLOO-4, SUBJECT TO THE FOLLOWING CONDITIONS: <br />1. SUBMITTAL OF A GRADING AND DRAINAGE PLAN SUBJECT TO <br />REVIEW AND APPROVAL OF THE CITY ENGINEER. <br />2. SUBMITTAL OF A UTILITY PLAN SUBJECT TO REVIEW AND <br />APPROVAL OF THE CITY ENGINEER. <br />3. FINAL PLAT SHALL CONTAIN LEGAL DESCRIPTIONS (LOT & <br />BLOCK) FOR EACH PROPOSED NEW LOT, ALL REQUIRED <br />EASEMENTS AND NAME OF SUBDIVISION. <br />4. ALL HOMES WITHIN THE SUBDIVISION MEET THE CITY'S <br />MINIMUM SETBACK REQUIREMENTS FOR R-l, SINGLE FAMILY <br />RESIDENTIAL ZONING DISTRICT. <br />5. APPROVAL OF RICE CREEK WATERSHED DISTRICT PERMIT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Assistant to the City Manager Susan Arntz presented modifications to Chapter 21 of the <br />City Code, Personnel Ordinance. The changes include providing vacation, sick and <br />holiday pay for regular part-time employees working more than 20 hours/week, and <br />adding a 5th week of vacation for employees with more than 25 years of service. These <br />changes allow for the City to become a more competitive employer, and provide parity <br />among employee groups.
