GRADING AND DRAINAGE PLAN MUST BE SUBMITTED WITH A <br />BUILDING PERMIT APPLICATION TO ENSURE GRADING <br />ASSOCIA TED WITH CONSTRUCTION OF THE NEW HOME SHALL <br />NOT HAVE ANY NEGATIVE IMP ACTS ON ADJACENT PROPERTIES. <br />2. SUBMITTAL OF $750.00 FOR PARK DEDICATION FEES FOR THE <br />CONSTRUCTION OF THE NEW HOME ON PARCEL 2. SAID FEES <br />SHALL BE DUE AT THE TIME OF BUILDING PERMIT APPLICATION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Locke presented a request for special permit to move an existing home onto a vacant <br />parcel at 538 Silver Lk. Rd. The proposal meets all zoning code requirements. After <br />relocation, the home will be remodeled by the property owner. Samuelson asked the <br />home's original location. Locke said the home originally was located in Lino Lakes. <br /> <br />There were no comments from the audience. <br /> <br />Motion by Gunderman, seconded by Samuelson, to CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Samuelson, seconded by Hoffman, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING A SPECIAL PERMIT TO ALLOW AN <br />EXISTING HOME TO BE MOVED ONTO PROPERTY LOCATED AT 538 <br />SILVER LAKE ROAD SUBJECT TO THE FOLLOWING CONDITIONS: <br />1. A GRADING PLAN MUST BE SUBMITTED AS PART OF ANY <br />BUILDING PERMIT APPLICATION TO ENSURE THAT THE GRADING <br />HAS NO NEGATIVE IMPACT ON ADJACENT PROPERTY. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />City Engineer Les Proper presented the right-of-way (ROW) plan for Phase I, Silver Lk. <br />Rd. Reconstruction Project. <br /> <br />Dan Soler, Ramsey County, explained that Phase I will involve that portion of Silver Lk. <br />Rd. from 1-694 to 15th Ave. NW. Ramsey County needs to begin the temporary ROW <br />acquisition of 16 parcels located from Palmer Dr. to 15th Ave. Of the 16 parcels, 8 would <br />require permanent ROW acquisition ofa total of 8,717 sq. ft. An additional 38,900 sq. ft. <br />is needed for temporary easements, and ofthat, 10,000 sq. ft. is Freedom Park property. <br />The homes at 2508 14th Ave. and 1420 Silver Lk. Rd. will be greatly impacted by the <br />ROW acquisition.
