Rd. Soler said the appraisal would determine possible damages and impacts to these <br />properties. The construction method proposed would affect the least number of parcels, <br />and the majority of the widening will impact the west side. Samuelson sympathizes with <br />homeowners affected by the ROW acquisition. Soler said any property acquisition <br />depends upon City direction and reconstruction preference. <br /> <br />AI Goetsch, 2508 14th Ave., noted his property is one of the two homes identified for <br />acquisition. Samuelson asked if there are alternatives to acquisition. Larson said Council <br />can direct other scenarios, however, this recommendation made the most sense even <br />though it had major impact on two parcels. Soler explained the recommendation allows <br />for the appraisal and negotiation process to begin. Goetsch noted concern of <br />condemnation proceedings. Fulton added that State law requires appraisals and other <br />legal proceedings, and hopefully, an amicable resolution will be found. <br /> <br />If the County determines damages are great enough, it may be more economically feasible <br />to acquire the entire parcel. If the appraisal does not determine a great impact, then the <br />property owner will need to determine if it is acceptable to continue residing there. <br /> <br />Moore-Sykes asked if the ROW plans require approval at this time. Soler said an <br />approved ROW plan allows the appraisal process to begin. The appraisal process would <br />take several months, and Soler does not anticipate construction before summer 2001. <br /> <br />Goetsch asked if Phase 1 could be extended to include the 16th St. intersection and tie into <br />the reconstruction of 16th St. <br /> <br />Motion by Hoffman, seconded by Moore~Sykes, to APPROVE THE FINAL RIGHT- <br />OF - WAY PLAN FOR PHASE 1 SILVER LAKE ROAD RECONSTRUCTION <br />PROJECT. <br /> <br />5 Ayes w 0 Nayes, Motion Carried. <br /> <br />Park and Recreation Director Maurie Anderson presented the contract to repair the pump <br />at Brightwood Hills Golf Course. The well has failed and a permanent solution must be <br />found. Replacing the old pump with a new pump appears to be the only option based on <br />impact on City water supply and costs associated with capping the existing well. <br /> <br />Samuelson asked if the City received any other bids from contractors. Anderson said <br />McCarthy Well has served the well for nearly 30 years, but recommends the golf course <br />service contract be combined with the City's service contract which goes out for <br />competitive bid pricing.
