<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a regular meeting ofthe New Brighton City Council was held Tuesday, May 23,2000, at 7:30 <br />p.m. in the municipal building, 803 Old Highway 8 NW. <br /> <br />Present: <br /> <br />Mayor Larson, Councilmembers Gunderman, Hoffman, Moore-Sykes, and Samuelson. <br /> <br />Absent: <br /> <br />None <br /> <br />Also Present: <br /> <br />Matthew Fulton, City Manager <br />Charlie LeFevere, City Attorney <br />Kevin Locke, Community Development Director <br />Les Proper, City Engineer <br />Cary Teague, City Planner <br /> <br />Council AlZenda <br /> <br />Council AlZenda <br /> <br />Motion by Gunderman, seconded by Samuelson, to APPROVE THE COUNCIL <br />AGENDA. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Minutes <br /> <br />Council Minutes <br /> <br />Motion by Hoffman, seconded by Samuelson, to WAIVE THE READING AND <br />APPROVE THE MAY 9,2000, COUNCIL MEETING MINUTES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Commission Minutes <br /> <br />Commission Minutes <br /> <br />Mayor Larson, with Council consent, received the minutes of the Planning Commission- <br />April 18, 2000 and May 2, 2000. <br /> <br />Special Order of Business <br /> <br />Special Order of <br />Business <br /> <br />Representative Satveer Chaudhary outlined the results of the recently completed <br />Legislative Session. The most involved topic was the $1.8 billion surplus which taxpayers Chaudhary Update <br />would see a direct rebate of $660 million. Other recently passed items involved income tax <br />rate reductions, reduced motor vehicle license fees, additional educational spending, and <br />lifting of municipal levy limits. It is still unclear whether the budget cuts proposed by the <br />Mounds View School District will be needed if additional funding is received. He supports <br />action to reduce the amount senior citizens' pay for prescription drugs, and will seek <br />funding to purchase Thermal Imaging Equipment for the New Brighton Fire Department. <br />Major improvements in criminal justice consist of criminal release notification laws, <br />increased fines and statute of limitations, penalties for assaulting police officers, fake <br />identification, and underage drinking. <br /> <br />Orv Kraus, 1252 12th Ave., asked if selling liquor or tobacco to minors involves penalties to <br />bar owners. Chaudhary said the recent changes apply more responsibility to the minor or <br />purchaser. <br />
