Overall, the site plan accomplishes the <br />objectives of both the City and Daleo to help design the remediation of the site. <br /> <br />Larson noted that the Economic Development Commission supports this proposal. <br />Hoffman is also very impressed by the project and their willingness to work the City. <br /> <br />Motion by Hoffman, seconded by Samuelson, to AUTHORIZE PREPARATION OF A <br />REDEVELOPMENT AGREEMENT FOR DALCO CONSISTENT WITH THE <br />OUTLINE OF AGREEMENT TERMS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Teague presented a special use permit to remove an existing 41 ft. emergency siren pole <br />and construct a new 60 ft. pole to house both the emergency siren and three digital <br />wireless telephone antenna/panels. The site is located at 2400 Mississippi St. which is the <br />Creekview Park site which houses City Well #12. Each panel is 4 ft. x 7.5 inches and will <br />be attached at the top of the pole underneath the emergency siren. The siren will extend <br />above the pole by 5 ft. and heard over a greater area. The proposal meets FCC regulations <br />which require the antennas do not cause interference with TV lines, cable lines, phones <br />lines, and health standards. <br /> <br />The applicant will plant two Pink Spire Flowering Crab Apple Trees to the west of the <br />pole and cabinets. The Planning Commission believes year round screening is necessary, <br />and recommended two additional pine trees. Also, the Commission feels rumble strips <br />should be installed along the lOft. path to prevent skateboarding. Larson noted that the <br />Parks Department may have materials for the rumble strips. Teague said there was <br />concern expressed that rumble strips may create snowplowing problems, consequently, a <br />different construction method may be used. <br /> <br />Teague added that U.S. West researched relocating the antennas to a nearby NSP power <br />pole. Pat Connell, U.S. West, explained that NSP noted safety concerns with relocating <br />the antennas to the power poles and would not recommend this option. <br /> <br />Samuelson believes the concerns raised at the Planning Commission have been resolved. <br /> <br />Motion by Samuelson, seconded by Hoffman, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING SPOO-7 SUBJECT TO COMPLIANCE <br />WITH THE FOLLOWING CONDITIONS: <br />1. COMPLIANCE WITH ALL FCC REGULATIONS. <br />2. PLANTING OF TWO INCH DIAMETER PINK SPIRE FLOWERING <br />CRAB APPLE TREES AND TWO FIVE FOOT TALL PINE TREES TO <br />THE WEST OF THE POLE AND CABINETS. <br />3. LEASE AGREEMENT SHALL BE SUBJECT TO REVIEW AND <br />APPROVAL OF CITY STAFF, COUNCIL AND THE CITY ATTORNEY. <br />4. INSTALLATION OF RUMBLE STRIPS ALONG THE 10 FOOT PATH. <br />INST ALLA TION OF THE STRIPS SHALL BE SUBJECT TO REVIEW <br />AND APPROVAL OF THE CITY'S PARK DIRECTOR. <br />5.
