A petition was submitted requesting examination of the mix <br />of housing with emphasis on high density residential opportunities. No building permits <br />shall be issued or zoning applications considered during the moratorium period. <br /> <br />Orv Kraus presented an additional list of petition signatures, and is very happy the City <br />decided to perform research on this issue. He asked the City to take a serious look at <br />future applications, and recommended owner-occupied housing versus rental housing. <br />Teague said the moratorium will establish design guidelines to ensure quality <br />development of future high density residential land uses. <br /> <br />Alma Stepanchak, 2180 27th Ave., asked if the study will consider how high density <br />housing impacts the school district. Teague said overall land use and number of multi- <br />family units will be reviewed. City Manager Matthew Fulton said the City will focus on <br />appropriate and future land uses, and initiate discussions with the school district. Teague <br />said the 219 Old Hwy 8 rental housing proposal has been withdrawn per applicant request. <br /> <br />A resident asked if the Metropolitan Council provided funding to the City to build multi- <br />family apartment buildings. Larson verified the City has not received such funding. <br />Teague said no applications can be submitted during the moratorium period. <br /> <br />City Attorney Charlie LeFevere verified the moratorium prohibits all multi-family projects <br />with the exception of downtown New Brighton and the MX District. Such project would <br />need to be constructed in conjunction with a commercial development as a mixed use. <br />The City will need to determine a method to distinguish between owner-occupied and <br />non-owner occupied townhouses. The moratorium may be refined in the future. <br /> <br />Fulton said the City is required to meet the standards outlined by the Metropolitan <br />Council Livable Communities Act. Currently, the City has a good diversity of housing <br />stock and meets the minimum thresholds of low income. This will be a worthwhile study. <br /> <br />Motion by Gunderman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE ORDINANCE PLACING A MORATORIUM ON HIGH DENSITY <br />RESIDENTIAL HOUSING WITHIN THE CITY OF NEW BRIGHTON. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Community Development Director Kevin Locke presented a redevelopment agreement <br />with Daleo. Daleo is a janitorial supply and equipment company who is seeking to build a <br />68,400 sq. ft. office/warehouse on a portion of the former MacGillis and Gibbs property. <br />The site is directly south of the EP A groundwater treatment building. The tax value after <br />completion is projected to be $3,078,000. This project is next in the series of <br />redevelopment projects on the former MacGillis and Gibbs property. <br /> <br />The City would sell the site to Daleo for $275,000 less the cost of special site grading <br />needed to accommodate MPCA remediation. Dalco will also pay $135,210 for the value <br />of improvements as part of the remediation, and coordinate construction with MPCA. The <br />area referred to as Operable Unit # 1 will be covered with a specially designed membrane <br />and asphalt cap to protect the environment and public. Daleo will use this capped portion <br />for parking and truck docks.
