Olson has never seen rumble strips in residential areas, and feels the noise created <br />would be a nuisance. <br /> <br />Doug Wild, 1500 17th Ave., asked if the narrowing would reduce maintenance costs. <br />Olson said the narrowing will involve reduced snowplowing, sea1coating, and <br />maintenance. Wild feels the progressive urban design provides pedestrian safety. <br /> <br />Brian Bates feels the narrowing will make the area appear more congestive. <br /> <br />Larry Larson, 1951 14th St., noted concern the narrowing would create safety issues near <br />the apartments and school. <br /> <br />Ron Causton, 1917 14th St., has never found the width detrimental, and noted resident <br />sentiment has been two to one against narrowing. He believes the primary issue is snow <br />storage and easier snowplowing procedures. Olson said the comments received found 9 <br />households supporting the 44 ft. width, and 4 households favoring the narrowing. <br /> <br />Hoffman agreed that many residents are deeply concerned by this issue, and has looked at <br />this issue from many standpoints. In final, she would support the narrowing. <br /> <br />Samuelson feels in order to continue the City's direction oftop grade community streets <br />and parks, the narrowing is the right direction to continue this process. <br /> <br />Gunderman supports the 38 ft. width roadway. <br /> <br />Moore-Sykes thanked the residents and PSC for their input. She noted the installation of a <br />stormwater control system on 14th St., and feels the 38 ft. width will help its performance. <br />She noted the Foss Rd. narrowing showed that a 38 ft. width provides adequate width for <br />vehicles, bicycles, and on-street parking, and she supports staff recommendation. <br /> <br />Larson noted receipt of a letter from the Mounds View School District stating support of <br />any improvement which would promote student and pedestrian safety. <br /> <br />Motion by Samuelson, seconded by Gunderman, to APPROVE RECONSTRUCTION <br />OF 14TH STREET NW BETWEEN SILVER LAKE ROAD AND LONG LAKE <br />ROAD TO A 38 FOOT WIDE; WAIVE THE READING AND ADOPT THE <br />RESOLUTION AWARDING THE BID FOR IMPROVEMENT PROJECT 00-1. <br />STREET RECONSTRUCTION TO MIDWEST ASPHALT IN THE AMOUNT OF <br />$1.669.600.24; AND ENTER INTO A CONSTRUCTION AGREEMENT WITH <br />THE CITY OF FRIDLEY WHICH SPECIFIES EACH AGENCY'S ROLE IN THE <br />CONSTRUCTION AND FINANCING OF STINSON BL YD. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Project 00-1 Street <br />Reconstruction <br />14th St. Width <br />Report 00-114 <br />Resolution 00-040 <br />
