<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 9, 2000 <br /> <br />Page 5 <br /> <br />Council Business, continued <br /> <br />Olson presented establishment of a school speed zone on 14th St. NW in front of Pike Lake <br />Elementary School. To establish a school speed zone, the local authority must conduct an <br />engineering and traffic investigation and evaluate existing conditions. During recent staff <br />observations, cars that park in front ofthe school create slight obstructions to passing <br />motorists which lead to safety concerns. <br /> <br />At the April 26 Informational Meeting, the PSC discussed the situation near the school <br />and recommended that parking be banned on the south side of 14th St. in front of the <br />school and supported establishment of a 25 mph school speed zone. Staffrecommended <br />establishment of no parking zones on the south side of 14th St. between the two entrances <br />of the school and two car lengths on either side of the entrances along the proposed speed <br />zone area. Staff feels the new speed zone should be 20 mph. <br /> <br />Staff met with the Pike Lake School Principal, Mr. Book, to review the situation. Book <br />noted concern of how parking would affect the pick up and drop off movements. Staff <br />will monitor the situation after implementation in January to ensure this action increases <br />pedestrian safety. It was noted the no parking zone will result in the loss of 21 stalls, but <br />recent school renovations will add 7 parking stalls, therefore, the net loss will be 14 stalls. <br /> <br />Motion by Gunderman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ESTABLISHING NO PARKING ON 14TH STREET <br />NW IN FRONT OF PIKE LAKE ELEMENTARY SCHOOL, AND WAIVE THE <br />READING AND ADOPT THE RESOLUTION ESTABLISHING A 20 MPH <br />SCHOOL SPEED. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Planner Cary Teague presented the amended Planned Unit Development (PUD) and <br />Site Plan Review to construct Phase 1 of Main Street Village. The property is located <br />north of Co. Rd. E-2 Extension and west of 5th Ave NW. Uses within the overall <br />development area will include commercial, residential, and office. Phase I will consist of <br />two buildings for use as offices and a bank, and would total 67,696 sq. ft. of office space <br />and 33,848 sq. ft of underground parking. Based on total square footage for Phase 1 and <br />2, 448 parking spaces must be provided and the applicant proposes 469 parking spaces <br />(389 off-street outdoor spaces and 80 underground parking spaces). The underground <br />parking will be for employee use only. <br /> <br />The Police Department noted concern of the parking area adjacent to the railroad tracks <br />and recommended installation of security lighting. Also, emergency phone and security <br />lighting should be installed in the interior parking ramp. <br /> <br />Proper and Barr Engineering found the grading and drainage plan consistent with the <br />area's overall plan.
