<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 9,2000 <br /> <br />Page 6 <br /> <br />Council Business. continued <br /> <br />Short Elliot Hendrickson (SEH) conducted a traffic study which indicated the existing <br />street system and traffic controls are adequate for the proposal. However, there is <br />potential for signalization at the intersections of Co. Rd. E-2/5th Ave. and Old Hwy 8/5th <br />Ave. The Planning Commission found Phase 1 will not have a significant impact to the <br />existing roadway, however, concern was raised of future development. Staff asked SEH <br />to study traffic impacts and work with the County to determine potential signalization. <br /> <br />Larson noted that tenants will occupy the basement portion and asked if windows could be <br />installed to provide natural lighting. Gary Vogel, architect for Pratt/Ordway, said it would <br />be possible to install windows in the lower level to provide natural lighting. <br /> <br />Moore-Sykes verified that the Post Office is not included in this project. <br /> <br />Nancy Anderson, 681 6lh Ave. NW, noted concern of increased traffic and asked if the Co. <br />Rd. E-2 Ext. will access Old Hwy 8. Fulton believes in the future it will cross the railroad <br />tracks, but removal ofthe multiple railroad spurs is cost prohibited at this time. <br /> <br />Anderson asked if the City will ban semi-truck traffic on 5th Ave. Fulton feels Anderson <br />makes a very good point, and noted this project has become complicated due to the <br />removal of a Superfund site (MacGillis and Gibbs) and relocation of gas lines. <br /> <br />Anderson asked if the City could install signage at Co. Rd. E/Old Hwy 8 to direct traffic <br />to 1-35W. Larson does not recall past actions for signage, but staff will research. <br /> <br />Anderson asked if sidewalks would be installed along Co. Rd. E-2 near the Tank and <br />Tummy store. Teague verified the Phase 1 project contains sidewalk installation along Sth <br />Ave., but not at Tank and Tummy. Anderson asked if stop lights could be installed at the <br />1-3SW/Co. Rd. B-2 bridge to control traffic. Fulton said currently there are no funds <br />budgeted, but that is considered a long term project. Anderson asked if a stop light would <br />be installed at the Old Hwy 8/5th Ave. intersection. Larson said the realignment will <br />provide control intersections addressed in the Phase 3 approval process. <br /> <br />Anderson has concern regarding construction vehicle activity and Bell Pole, and asked if a <br />community gathering place is included in the project. John Ordway, developer, verified <br />the project will involve significant fill being hauled away which will be deposited at <br />another City project south ofthe site. Ordway said the public space portion is contained <br />in the Phase 2 development, and he does not have serious concern with the Bell Pole <br />property. Larson said Bell Pole has spent millions of dollars remediating the site, ground <br />water monitoring, and burning of contaminated soils. Bell Pole is a very professional <br />operation and goes to great lengths to avoid spillage. Any contamination from the <br />MacGillis and Gibbs site has been capped and there are no additional problems. <br /> <br />Mike Cordis, 447 6th St., has concern of increased traffic and supports installation of a <br />stoplight at 5th Ave./Old Hwy 8. Don Hagen, SEH, said traffic signals are based on traffic <br />volumes and variables which warrant installation. Samuelson asked the timeline to <br />review traffic warrants. Staff has directed SEH to begin the preparation of the study. <br /> <br />Cordis noted the great amount of dust deposited on his property, and requested dust <br />control during the construction process.
