Rd. to Long Lk. Rd; width of 14th St. from 29th Ave. and Silver Lk. <br />Rd.; construction of 14th St. sidewalk from Silver Lk. Rd. to 29th Ave. and 29th Ave. to <br />Rice Creek Rd.; Service Dr. vacation; and Palmer Dr. design and "No right turn" sign. <br /> <br />Staff recommends the narrowing of 14th St. from Silver Lk. Rd. to Long Lk. Rd. to 38 ft. <br />to provide boulevard snow storage, pedestrian safety, green space, reduced stormwater <br />runoff, and decreased project cost. Recently, a petition representing II households on 14th <br />St., was received in opposition to the narrowing. A sidewalk would remain on the south <br />side with parking restrictions in front of Pike Lake School contingent upon discussions <br />with the Principal. <br /> <br />Staff decided to remove that portion of 14lh St. from 29th Ave. to Silver Lk. Rd. from the <br />project and reconsider the sidewalk and road width at a date consistent with <br />reconstruction of the Jnnsbruck area streets. This allows residents supporting the sidewalk <br />an opportunity to consider impacts being the sidewalk would be paid entirely by residents. <br /> <br />The vacation of the Service Dr. near Minar Ford received many comments, and residents <br />directly impacted were not in support of the vacation. The alternatives would be to <br />reconstruct Service Dr. in its present location, or vacate the Service Dr. and sell the <br />frontage to Minar Ford. Reconstruction would provide passage for local residents, and <br />reduce maintenance costs by eliminating patching and overlay costs. A disadvantage to <br />the vacation would be that once the property is sold the City cannot regain possession. <br />After much consideration, staff recommends the Service Drive be reconstructed. <br /> <br />Currently, there is a concrete median in the center of Palmer Dr. near the bank entrance <br />which prohibits vehicles exiting the restaurant from the back parking lot and making a left <br />turn into the residential neighborhood to the east. The median does not affect other <br />turning movements and serves little purpose from a traffic flow standpoint. Resident <br />comments indicated the median should be removed and transition the street to give the <br />appearance the business area has ended, and removal ofthe "No Right Turn without <br />Permit" sign. Staff recommends Palmer Dr. be reconstructed in its present location except <br />transition the street after the bank entrance to give illusion the business area has ended, <br />and leave the sign until discussions can be held with the entire Pike Lake neighborhood. <br /> <br />The project involves storm sewer upgrades on sections located along Stinson Blvd., <br />Valerie Ln., 18th St., Roxanne Ln, and 29th Ave. An outlet pipe was found to run under a <br />garage on 1886 29th Ave. , and the pipe should be abandoned and relocated to the north <br />property line. The property owners have been notified and discussions have begun about <br />the abandonment. An outlet pipe on 26th Ave. is in poor condition and needs replacement. <br />The remainder ofthe system is in good condition except for catch basin grate replacement. <br />The City is in the process of televising sanitary sewer mains to identify needed repairs. A <br />few fire hydrants may be relocated, and new watermain valves installed midblock. <br /> <br />The estimated total project cost would be $2,791,400. Street surfacing and curbing costs <br />will be assessed as follows: lots with existing concrete curb and gutter - $1,163/10t, and <br />lots with existing bituminous curbing - $2,173/lot. Storm sewer costs would be paid from <br />a combination of the City of New Brighton Storm Water Utility Fund and the City of <br />Fridley. Sanitary sewer and watermain improvements will be paid from their respective <br />utility funds.
