He asked if a safety access curb cut on Service Dr. from Silver <br />Lk. Rd. could be installed and signed "For Emergency Vehicles Only." <br /> <br />Larry Larson, 1951 14th St., objects to the narrowing of 14th St. and feels it could create <br />maneuvering difficulties for larger vehicles and unsafe conditions near the school. <br /> <br />Ron Causton, 1917 14th St., said 14th St. is very busy with parking on both sides during <br />school and sporting events, and feels the narrowing would create a less safe roadway. He <br />suggested installing a stop sign at the bottom ofthe hill toward Long Lake Rd. <br /> <br />Olson said that current MSA Street Design Standards identify a 38 ft. width roadway with <br />on-street parking on both sides as safe and appropriately designed. Ryder Bus Company <br />did not feel the narrowing would be an issue. <br /> <br />Moore-Sykes asked if not narrowing the roadway would impact receipt of any State Aid. <br />Olson confirmed that this project will not utilize State Aid funding, and the street is still <br />considered an MSA road without the narrowing. Moore-Sykes asked if the City has <br />received complaints regarding snow storage along 14th St. Olson said the City has <br />received very few calls concerning snow storage. <br /> <br />A person speaking on behalf of Rodney Billman, owner of three buildings at the corner of <br />Silver Lk. Rd. and 14th St., would not support the narrowing. He noted high traffic levels <br />and the need for on-street parking, and asked ifthe sidewalk could be moved instead of <br />narrowing the road. Olson said the present sidewalk is located close to property lines, and <br />relocation would involve right-of-way acquisition. <br /> <br />Joanne Causton, 1917 14th St., feels winter parking and snow storage has never infringed <br />upon the driving lane capacity. She opposes the narrowing, and feels reducing the width <br />could make the roadway less safe for emergency vehicles. Olson is a New Brighton <br />Firefighter and has never had problems maneuvering emergency vehicles through 38 ft. <br />width roadways. Police Chief Bob Jacobson confirmed respondents to emergencies take <br />great care for safety and he does not feel this narrowing would be an issue. <br /> <br />Norman Mundt, 3050 18th St., lives at the Silver Oaks Townhomes, and asked the method <br />used to determine assessable lots, and noted runoff problems in the area. Olson explained <br />a typical lot size is 75 ft. by 135 ft., and townhome assessments are divided amongst the <br />units. In Mundt's case, the assessment would be $523/unit. City Engineer Les Proper <br />explained the Stormwater Management Plan identified this ponding area with sufficient <br />storage and pumping capacity. Larson questioned if the holding ponds may have sediment <br />problems and asked if they should be dredged. Proper will investigate. <br /> <br />Paul Rynders, 14th St. and Silver Lk. Rd., feels that narrowing the road would create <br />unsafe on-street parking conditions. <br /> <br />David Jones, 1873 Stinson, asked why the City of Fridley's project cost is not being <br />assessed to Fridley properties not unlike New Brighton's share which is being assessed to <br />New Brighton properties.
