For example, the City could place a maximum building <br />coverage requirement on lots along with an impervious surface requirement. The <br />structure footprint, along with the maximum height requirement, would then dictate the <br />maximum size of the home, rather than the finished square footage. The City Engineer <br />would feel comfortable with a 50% impervious surface requirement. A 50% standard <br />would ensure there is a maximum regulation that would not cause any non conformities, <br />and prevent someone from paving their entire yard. On lots smaller than 7,500 sq. ft, the <br />building coverage on a lot shall not exceed 40% of the total lot area. <br /> <br />Motion by Hoffman, seconded by Gunderman, to WAIVE THE READING AND <br />ADOPT THE ORDINANCE AMENDMENT FOR SECTION 4.140 OF THE <br />ZONING ORDINANCE REGARDING LOT STANDARDS IN THE R-1 AND R-1A <br />SINGLE F AMIL Y RESIDENTIAL ZONING DISTRICTS. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Assistant to the City Manager Susan Arntz presented the 2000/2001 labor agreement with <br />the Police Department Sergeant Union. <br /> <br />The City and the Sergeants have reached a tentative settlement and the provisions are as <br />follows: two year contract covering January 1, 2000-December 31, 2001, increase in <br />wages of3% effective January 2000 and January 2001, Stanton adjustment of2% in 2000, <br />Sergeant participation in Performance Pay Program, increase in employer contribution <br />toward family health insurance coverage for 2000 and a reopener in 2001, uniform <br />allowance increases, and elimination of language regarding deferred compensation. The <br />total cost of this package is $25,500 or an 11 % increase in 2000 and 4% increase in 200 I. <br />Changes in membership, additional Medicare taxes, Stanton adjustment, and automatic <br />step changes are reflected in this increase. The wage and insurance increases are on par <br />with other cities of similar size. <br /> <br />Hoffman asked if the insurance reopener language was based on possible insurance <br />premium increases. Arntz explained that a reopener will allow staff to determine <br />alternatives in the case of insurance impacts in the coming year. <br /> <br />Motion by Hoffman, seconded by Gunderman, to WAIVE THE READING AND <br />ADOPT A RESOLUTION APPROVING THE LABOR AGREEMENT BETWEEN <br />THE CITY OF NEW BRIGHTON AND LAW ENFORCEMENT LABOR <br />SERVICES, LOCAL NO. 263. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and Updates <br /> <br />New Police Chief Bob Jacobson introduced himself and promised to perform a good job, <br />and is open to any suggestions the community may have. New Brighton has a fine police <br />force and will continue to perform excellent work. Recent departmental promotions <br />include: John Ellickson promoted to Police Captain, Mary Bitzan-Hieb promoted to <br />Sergeant, and John Kaiser promoted to Corporal.
