<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 28, 2000 <br /> <br />Page 7 <br /> <br />Council Business. continued <br /> <br />Teague presented a site plan review, special use permit, and non-confonning use <br />permit/variance to construct an addition to Pike Lake Elementary School and expand the <br />Freedom Park parking lot. <br /> <br />The addition will include an entryway/administrative office, two classrooms, and <br />mechanical room. The reconfigured parking area will include a drop-off cul-de-sac with a <br />sidewalk leading into the building, and additional parking spaces. This reconfiguration <br />will provide a much safer entrance for children. This drop-off area was recently discussed <br />at the public hearing for the 14th St. street reconstruction. <br /> <br />In 1987, a nonconforming use permit was allowed for the existing 5 ft. frontyard setback <br />of the off-street parking area because the site could not be altered to meet the required <br />setback. The applicant is requesting a 25 ft. nonconforming use variance to continue the <br />existing 5 ft. parking lot setback for both Freedom Park and the School. There is not <br />adequate room to expand the parking lot and still met the required setback without having <br />to relocate the park building and hockey rink. The Planning Commission has <br />recommended approval. Also, the catch basin in the Freedom Park parking lot will be <br />relocated to south of the parking lot. <br /> <br />Doug Pierce, school architect, presented the addition's design plans. <br /> <br />Larson noted that the 14th St. parking concerns were recently discussed during the public <br />hearing, and noted the increased traffic into the west parking lot. Pierce noted that the <br />school is very interested in remediating these concerns. Moore-Sykes verified there will <br />be signage restricting parking during school drop-off/pick-up hours. <br /> <br />Motion by Gunderman, seconded by Moore-Sykes, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING LPOO-l AND SPOO-3 SUB.JECT TO <br />THE FOLLOWING CONDITIONS; AND WAIVE THE READING AND ADOPT <br />THE RESOLUTION APPROVING NCOO-2, SUBJECT TO THE FOLLOWING <br />CONDITIONS: <br />1. CONTINUED COMPLIANCE WITH SP-141. <br />2. THE PROPOSED LANDSCAPING SHALL BE INSTALLED PER THE <br />LANDSCAPE PLAN DATED 3-3-2000. <br />3. PAVED SURFACE FOR THE PROPOSED ADDITION TO FREEDOM <br />PARK PARKING LOT SHALL MATCH EXISTING SURFACE. <br />4. THE CATCH BASIN PROPOSED IN THE EXISTING PARKING LOT OF <br />FREEDOM PARK SHALL BE RELOCATED TO JUST SOUTH OF THE <br />PARKING LOT. THE APPLICANT SHALL WORK WITH <br />ENGINEERING DEPARTMENT TO RELOCATE THIS CATCH BASIN. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Teague presented the zoning ordinance amendment to Section 4.040.e. - Floor Area Ratio <br />(FAR) within the R-l and R-l A Zoning District. Over the past year, staff received <br />complaints regarding the City's 30% FAR requirement within the Residential Zoning <br />Districts.
