Also, the property would be subdivided to <br />create individual townhome lots. Upgrades to the existing facility will still be required. <br /> <br />Orv Krause, 1252 - 12th Ave. NW, verified the proposal involves owner-occupied units, <br />and asked if New Brighton received a grant from the I-35W Corridor Coalition for high <br />density housing. City Manager Matthew Fulton said the Coalition received a grant from <br />the Metropolitan Council which involved a build-out study and exploration of <br />transportation alternatives, but no grants have been received relating to housing. <br /> <br />Krause presented a petition with 853 signatures requesting Council consider a moratorium <br />on all new high density housing developments until a comprehensive study can be <br />completed. This moratorium would allow the City time to evaluate the impact of <br />additional high density housing versus home ownership, condominiums and townhomes <br />and what affects these have on community resources (schools, police, traffic). He noted <br />less than 1% of those approached refused to sign the petition, and hopes we can resolve <br />this situation to the satisfactory of all citizens of New Brighton. Larson is hopeful this <br />situation can be resolved as a win-win for everyone involved. <br /> <br />Motion by Moore~Sykes, seconded by Samuelson, to CONTINUE ADDITIONAL <br />CONSIDERATION REQUEST FOR NC-116, VN-326 AND LP-360. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Teague presented site plan reviews for the construction of new park shelters at Totem <br />Pole, Sunny Square, Freedom and Hanson Parks. As part ofthe Comprehensive Park <br />Plan, improvements were planned within the parks, and the first phase is to demolish and <br />reconstruct these park shelters. <br /> <br />Each building will be constructed with similar floor plan and will include: two outdoor <br />patio areas, warming house, activity rooms, and two restrooms. The buildings are in <br />compliance with setback and zoning requirements, and received Planning Commission <br />approval subject to review and approval of the landscape plan by the City Forester. <br /> <br />Samuelson added that the City's goal is to have these shelters become community centers <br />which are within walking distance ofthe neighboring residents. Hoffman thanked the <br />Park, Recreation, and Environmental Commission and the residents for their efforts in <br />developing the Park Plan. <br /> <br />Fulton said the buildings will look more residential with glass and soft space inside, and <br />technology will be used to manage security needs remotely. Also, the School District has <br />noted interest in utilizing these structures for many of their needs. <br /> <br />Alma Stephaniak, 2180 27th Ave. NW, asked if the shelters will contain refrigerators and <br />stoves for use by residents for parties. Fulton feels that is a very good comment and will <br />forward this onto the design team. <br /> <br />Krause asked what type of security protection will be installed. Fulton explained the <br />security and surveillance systems will be incorporated into the cable network via the <br />internet.
