GREEN COMPANY IN THE AMOUNT OF $16,000, WITH <br />INGRAHAM AND ASSOCIATES IN THE AMOUNT OF $10,150. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Planner Cary Teague presented the Houwman Architects/Mir Ali - Nonconforming <br />Use Permit, 5 ft. height variance, and site plan review. This item was continued from the <br />January 25 Council meeting to allow for the applicant to respond to several issues. <br /> <br />The project involves construction of a 50 unit apartment complex with underground <br />parking at 219 Old Hwy 8 NW. The site currently contains a 22 unit apartment building <br />which contains non-conformities. Ali intends to address the non-conformities by <br />constructing two/II stall enclosed garages, installing perimeter parking, and striping off- <br />street parking stalls. The site's geographies and the 150 ft. setback requirement from <br />Jones Lake are the reasons for the 5 ft. height variance needed to provide underground <br />parking. The Rice Creek Watershed District (RCWD) is requiring a NURP Pond to filter <br />run off before draining into Jones Lake, and final RCWD approval is still pending. Ali <br />has recommended exterior changes such as brick, vinyl siding, and a pitch roof. Being <br />that this is the first time Council has had opportunity to review these modifications, staff <br />recommends the item be continued to the February 22 Council meeting. <br /> <br />Samuelson asked if the landscape plan has been reviewed by staff.. Teague said the City <br />Forester assisted in development of the plan for both the existing and proposed buildings. <br />Teague confinned the number of parking stalls is adequate for the number of rental units. <br />Samuelson noted the number ofthree bedroom units and asked if playground equipment is <br />included in the proposal. Teague said at this time, no playground equipment is proposed. <br />Fulton said the nearest park is Totem Pole which located on the other side of Old Hwy 8. <br /> <br />Because Gunderman has received over 22 calls from residents noting opposition to this <br />project, he made the following motion. <br /> <br />Motion by Gunderman, to WAIVE THE READING AND ADOPT THE <br />RESOLUTION DENYING VN-326, NC-116 AND LP-360. <br /> <br />Motion died due to lack of second. <br /> <br />Larson said Ali has addressed concerns relating to exterior design, however, concrete <br />plans illustrating landscape and playground areas are needed. Moore~Sykes appreciated <br />Ali's willingness to work with Council, and would like to continue the dialogue. <br /> <br />Orv Krause, 1252 12t1. Ave. NW, asked if the new roof design will affect the variance and <br />setback requirements. Teague acknowledged the new design may increase the roof line by <br />two feet requiring a 7 ft. height variance. Krause said New Brighton currently has 35 <br />apartment buildings comprising 2,800 rental units with a population of 8,000 which is <br />one-third of the City's population. Krause believes this project will exacerbate an already <br />crowded population at Bel Air School and greatly impact the quality of education. Krause <br />feels the City needs to take a serious look at creating a disproportionate number of rental <br />units.
