<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 8, 2000 <br /> <br />Page 2 <br /> <br />Consent Agenda. continued <br /> <br />3. <br /> <br />CONSIDERATION OF APPROVAL TO REAPPOINT JENNIFER <br />BERGMAN TO A THREE YEAR TERM ON THE CIVIL SERVICE <br />COMMISSION ENDING JANUARY 31, 2003. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearing - None <br /> <br />Council Business <br /> <br />Family Service Center (FSC) Facility Manager Steve Rymer presented a five-year contract <br />with NSP for peak-controlled tiered services. <br /> <br />With the installation ofthe FSC generator, the FSC is eligible for a peak control discount <br />which is applied against annual utility costs regardless of actual control hours. During <br />control periods, the FSC would be entirely powered by the generator, not NSP supplied <br />electricity. The City is required to sign a five-year contract with a six-month cancellation <br />notice. The agreement would not negatively impact operations, and the FSC will save <br />about $1,000 in electrical costs during control periods. The first 12 months is considered <br />trial, and if the City decides to terminate, the previous 12 months would be recalculated at <br />the general rate. The City Attorney has reviewed this contract and has no objections. <br /> <br />Dan Faber, NSP, explained that NSP offers incentives to customers able to control their <br />demand and use less power. NSP would contact the FSC to turn on their generator during <br />hot, humid days. There is a maximum of 80 control period hours per year, and typically <br />occurs for 6 hour periods between noon and 8:00 p.m., Monday through Friday. A penalty <br />charge will be imposed ifthe FSC does not meet the predetermined demand level, but <br />staff does not anticipate this occurring. The annual projected savings is 17% or $10,824. <br /> <br />City Manager Matthew Fulton said the FSC is a designated Red Cross Emergency Shelter <br />and the generator assists with this responsibility. From 2000 through 2005, the discount <br />will be utilized to repay the note for the generator purchase. In 2006 and beyond, the <br />discount will be used to effectively reduce operating expenses. <br /> <br />Samuelson asked if the generator is adequate to retain cooler temperatures on hot days. <br />Rymer said the generator has additional capacity to power the air conditioning units. The <br />FSC would still receive the discount even if 80 peak periods were not used. <br /> <br />Motion by Gunderman, seconded by Samuelson, to ENTER INTO A FIVE YEAR <br />CONTRACT WITH NORTHERN STATES POWER FOR PEAK CONTROLLED <br />TIERED SERVICES. <br /> <br />4 Ayes - 1 Abstained (Hoffman is an employee ofNSP), Motion Carried. <br /> <br />Fulton presented the park planning services contracts. The 2000 construction season will <br />require the Park Department to spend approximately $2,000,000 for improvements to the <br />trail system, parking lots, lighting, and general park infrastructure. It is recommended that <br />three consulting firms assist in the effort. Paulson and Clark is working with <br />Williams/O'Brien on the new park shelters is a logical choice to integrate building and <br />trail lighting plans. Mark Graham, Howard R. Green Company, is an experienced civil <br />engineer and has worked closely with Ingraham and Associates who has been instrumental <br />in the planning process.
