Houwman said the third floor provides the <br />economic feasibility of the project <br /> <br />Samuelson asked if any exterior or interior modifications will be performed on the <br />existing building. Houwman said the only modifications scheduled for the existing <br />building are perimeter curbing, construction of the garages, and parking lot striping. <br />Moore-Sykes agreed the building's plans appear dated and institutional, and asked if other <br />designs are being considered. Houwman confirmed that at this time there are no other <br />building plans being proposed. Fulton asked the anticipated rental rates for these units. <br />Being the owner, Mir Ali, is not in attendance, Houwman is unaware of what the proposed <br />rental rates would be. <br /> <br />Hoffman asked if the applicant performed a market analysis to determine the project's <br />feasibility and the apartment unit composition. Houwman said the Owner requested a <br />design of mainly two and three bedroom units, and this is the only property currently <br />owned by the applicant Fulton asked if consideration was made to constructing an <br />owner-occupied condominium, town home, or co-op facility. Houwman said the owner <br />prefers the project remain rental. <br /> <br />Hoffman does not feel she has received adequate information to make a determination, <br />and would like opportunity to speak with the applicant Moore-Sykes agreed and asked if <br />it would be feasible to request an extension to provide Council opportunity to speak with <br />the applicant City Attorney Charlie LeFevere explained the City is required to act within <br />60 days after receipt of an application or provide an extension if notice is given to the <br />applicant Teague confirmed the application process is at 30 days, and there appears to be <br />ample time to speak with the applicant. <br /> <br />Larson agrees there are many unanswered questions, and believes continuation of this <br />item should be placed on the February 8, 2000, Council meeting agenda. Hoffman <br />requested the owner's presence at the February 8th meeting. <br /> <br />Gunderman believes the application should be denied based on its negative impact <br /> <br />Motion by Samuelson, seconded by Hoffman, to CONTINUE VN-326, NC-116 AND <br />LP-360 TO THE FEBRUARY 8, 2000, COUNCIL MEETING. <br /> <br />5 Ayes ~ 0 Nayes, Motion Carried. <br /> <br />Laurie McDaniel, 232 Kimberly Dr., said the percentage of children from multiple family <br />rental units attending Bel Air School exceeds 50%. Bel Air is overcrowded and cannot <br />handle the needs of its current students, and there are many families considering <br />transferring out of this school because of these issues. Larson noted that City staff will <br />meet with the Mounds View School District Superintendent to discuss these issues. <br /> <br />Community Development Special ist Rosalyn Scaff presented for consideration <br />authorization for the McComb Group to conduct a market analysis of Brighton Village <br />Shopping Center and adjacent retail areas.
