The project was initiated by a petition from 16 residents whose homes abut the
pond. The excavation of ponds to increase the water holding capacity has been found to
improve surface water quality, and the City has excavated four other ponds in the City.

The project will involve excavation and removal of over 2,000 cubic yards of soil. The
residents had wanted to place excavated soil in the center to create an island, however,
this is not permitted under the Wetland Conservation Act and the Rice Creek Watershed
District. The project will be perfonned in February.

Because the estimated total project cost is under $25,000, we are not required to use the
formal bidding process. Quotation fonns were sent to seven contractors who have done
similar projects in the City. The following quotations were received: Dave Perkins -
$15,808.00; Sunram Construction - $18,017.25; Frattalone Excavating - $22,815.25; and
Midwest Asphalt - $26,374.80. Dave Perkins has performed work in the City, and is a
good and reputable contractor, and staff recommends approval of that quote. The total
cost of the project would be paid from the Storm Water utility fund.

Duane Carlson, 1887 3rd St. NW, supports this project, and asked if fish could be stocked
into the pond.

Proper noted that very cold weather is needed to perform this project, and if it does not get
cold enough, then the project would need to be delayed to next winter.

Public Hearing

Beer license for Vmi
Sushi Bar
Report 00-017

Council Business

Beer license for Vmi
Sushi Bar
Report 00-018

Bicentennial Pond
Excavation Project
Report 00-019
