<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 11, 2000 <br /> <br />Page 6 <br /> <br />Council Business, continued <br /> <br />Motion by Gunderman, seconded by Hoffman, to APPROVE THE QUOTATION <br />FROM DAVE PERKINS CONSTRUCTION IN THE AMOUNT OF $15,808.00, <br />FOR THE BICENTENNIAL POND EXCAVATION PROJECT, PROJECT 99-10. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Community Development Director Kevin Locke presented the purchase agreement for the <br />Ringwelski property at 624 5th Ave. NW, Brighton Corporate Park III (BCP3). <br /> <br />In 1999, Council authorized acquisition of the property needed for the residential <br />component of the Main Street ViIlage redevelopment project. A grant was received from <br />the Department of Trade and Economic Development to assist in the acquisition of these <br />parcels. The property owners have agreed to sell their home to the City for $118,000 <br />which is consistent with the City's appraisal ofthe property which estimated the value to <br />be $112,000. In addition to the sale of the home, the property owners will receive <br />relocation benefits 01'$17,900 plus moving expenses. The closing is scheduled for the end <br />of January and the owners will move 30 days after the closing date. <br /> <br />Hoffman noted some concern for insurance liability during the 30 days after the closing <br />date that the property owners are utilizing the property. Locke confirmed that the <br />property owners wiIlneed to contain their homeowners insurance during this period of <br />time. <br /> <br />Motion by Moore-Sykes, seconded by Gundennan, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION AUTHORIZING PREP ARA TION AND <br />EXECUTION OF A PURCHASE AGREEMENT FOR 624 5TH A VENUE NW <br />(RINGWELSKI PROPERTY). <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Planner Cary Teague presented the zoning ordinance amendment for the definition of <br />Family and Keeping of Boarders. The current definition is: an individual of two or more <br />persons related by blood, marriage, or adoption living together as a family unit. Under <br />this definition, the ordinance does not allow an unmarried couple living together, foster <br />children, children living with families in preparation of adoption, or taking in the friend of <br />a teenage child having trouble at home. The City Attorney had serious doubts that the <br />current language could withstand a legal challenge if the court were presented with a <br />common, everyday living situation. <br /> <br />Staff and the Planning Commission reviewed and recommend an amendment which would <br />allow not more than four such persons living together, and further recommended the <br />keeping of not more than two boarders by a resident family.
