I

I

I

Council Meeting Minutes
January 11,2000

Page 7

Council Business, continued

Fulton presented the Municipal Wellness Program. Due to the increasing costs of
providing health insurance to employees, the City has found that insurance premiums may
be mitigated through encouragement of healthy lifestyles and providing exercise facilities
to employees and their families. The 2000 Year Budget provides adequate resources for
undertaking this organizational training effort. The proposal would provide full-time and
regular part-time employees, and Fire Department members with an annual single/family
membership to the Family Service Center. The City would encourage, but not require
employees to undertake a personal exercise program.

As a municipal facility, the City can provide this benefit to employees at no cost, however,
it is a taxable fringe benefit. Employees would be subject to state and federal taxes based
on the value of the benefit. Single memberships in 2000 are $165 and family
memberships are $275. The employee's tax liability would approximate $21 for a family
and $13 for a single. Since the City is responsible for a portion of taxes paid, the total
municipal cost would be $2,000. Employees would be provided the opportunity to reject
this membership offer, if they are concerned about the tax liability.

Motion by Hoffman, seconded by Moore-Sykes, to WAIVE THE READING AND
ADOPT THE RESOLUTION PROVIDING UP TO AN ANNUAL FAMILY
MEMBERSHIP AT THE FAMILY SERVICE CENTER FOR ALL FULL-TIME,
REGULAR PART-TIME EMPLOYEES, AND FIRE DEPARTMENT MEMBERS
AS PART OF A WELLNESS PROGRAM EFFORT.

4 Ayes - 0 Nayes, Motion Carried.

Announcements and Updates

Fulton read a statement from Benke thanking staff and Council and wished them the best.

Moore-Sykes attended a new Councilmember orientation held by the LMC.

LeF evere noted that Report 00-016, Modifications of contract for deed agreement with
John Miller, pertains to the property now occupied by the Brighton Green Driving Range.
Miller has reduced the principle amount ofthe land to $225,000 which would result in a
saving to the City of about $75,000.
