Over the past year, staff and the Parks, Recreation and
Environmental Commission have developed these elements through community input and
Citizen Survey results. The survey indicated much interest in additional trails, upgraded
park shelters, park lighting, and picnic facilities. After the park plans are finalized,
neighborhood meeting will be held to receive resident input.

The elements contain a cooperative project with the school district to build gym at
Highview school; changes to Creekview Park after Silver Lk. Rd. reconstruction; Pike
Lake sedimentation corrections; improvements to Driftwood Park soccer field, in-
line/skateboard track, climbing wall and park shelter at Freedom Park; bridge
replacement, trail system, park shelter, and parking expansion at Hansen Park; shelter
remodeling and parking lot modifications at Hidden Oaks Park; trail expansion at
Meadowood Park and Silver Oaks Park; new shelter at Sunny Square Park; and parking,
shelter, playground equipment and retaining wall improvements at Totem Pole Park.
Work at lnnsbruck Park and Jones Lake will be deferred until determination of receipt of a
DNR grant.

Larson asked if the playground equipment improvements at Pike Lake school reflect the
City/school district joint cost effort. Anderson verified the equipment cost would be split
50/50 between the school and the City.

Samuelson thanked the Commission for their diligence and appreciation of the community
needs. Our City has an excellent park system, but the facilities are old and need to be
replaced. These changes will be expensive, but will make us proud of our park system.

Gunderman is very pleased and supports the proposal.

Jim O'Brien, architect, said the plans for the new shelters involve a large room with
movable walls which can divide the space into two meeting rooms. The bathrooms will
be accessible from inside and outside the building to provide added security. O'Brien
added that constructing a wood sided metal roof building will be cost efficient and reduces
the possibility of vandalism.

Consent Agenda

Vouchers
Report 99-254

Wiski Appointment
Report 99-255
Resolution 99-115

Council Business

Parks Master Plan
Elements and
Financing Plan
Report 99~256
Report 99-256A
Resolution 99-114
