CONSIDERATION OF APPROVAL TO AWARD THE BID FOR <br />DEMOLITION OF 605 AND 639 6TH AVENUE NW AND 609 OLD <br />HIGHWAY 8 NW TO USD - MINNESOTA LLC. <br /> <br />6. <br /> <br />CONSIDERATION OF APPROVAL TO WAIVE THE READING AND <br />ADOPT THE RESOLUTION SUPPORTING FEDERAL LEGISLATION <br />TO IMPROVE STATE AND LOCAL GOVERNMENT RETIREMENT <br />PLANS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearing <br /> <br />City Engineer Les Proper presented the 1999 Special Assessment Report for Project 98- <br />1 - Vermont Park Area Street Reconstruction; Project 96-11- Brighton Corporate Park <br />III Street Reconstruction (BCP3); Project 98-3 - Miscellaneous Street Reconstruction; <br />and Project 98-4 - Municipal State Aid Street Reconstruction. <br /> <br />Project 98-1 consisted of street reconstruction, and storm sewer and water system <br />improvements to 1st Ave. SE (Stowe to 1st St. SE); 2nd Ave. SE (Stowe to City limits); <br />3rd Ave. SW (Stowe to 1st St. SE); and 2nd St. SE (Cleveland to New Brighton Road). <br /> <br />Second Ave., between 1st St. and the railroad, had existing bituminous curbing which <br />was removed and replaced with new concrete curb and gutter. Second Ave. SE, <br />between Stowe and 1st St. SE, had no existing curb and received new curb and gutter. <br />First Ave. SE and 3rd Ave. SE both had existing concrete curbing. <br /> <br />Storm sewer work included extension of the storm sewer on 2nd Ave. SE and <br />adjustments to catch basins on 2nd St. SE. Improvements to the water system included <br />installation of seven new gate valves, relocation of a fire hydrant, and abandonment of <br />extra watermain stubs. Two obsolete watermain stubs on 2nd Ave. SE were removed. <br />A new water service was installed at 316 2nd Ave. SE in the event the lot is subdivided. <br /> <br />The total project cost is $655,468.33, and would be paid from a combination of <br />Citywide tax, special assessments, MSA funds, Water Utility Fund, Stormwater Utility <br />Fund, and Ramsey County turnback funds. Street and curb costs will be special assessed <br />against benefitting projects on a per lot basis. There are 145.84 lots in this project. <br />Lots having existing concrete curb and gutter would be assessed $711, 56/10t. Lots <br />having existing bituminous curb would be assessed $1 ,256.60/10t. Lots with no existing <br />curbing would be assessed $1,625 . 13/10t. <br /> <br />The new storm sewer ($7,861.92) would be paid by the Storm Water Utility Fund, and <br />miscellaneous storm sewer costs applied on 2nd Ave. SE are eligible for MSA funding. <br />Water system costs ($18,730.43) would be paid by the Water Utility Fund, and the new <br />water service at 316 2nd Ave SE will be charged against that property. <br /> <br />Staff is recommending a 6.5 % interest rate on the unpaid balance of the assessment over <br />a 10 year period. Residents have 30 days to pay the assessment without interest. After <br />that time, the assessment is certified to the County Auditor for collection with real estate <br />taxes.
