Proper said there are lot variations, but staff felt the per lot basis was a fair <br />method being the City will pay a large portion of the project cost. Benke added that <br />regardless of lot variation, everyone benefits equally from the improvements. <br /> <br />There were no other comments from the audience. <br /> <br />Motion by Samuelson, seconded by Larson, to CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed. <br /> <br />Motion by Larson, seconded by Samuelson, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION FOR PROJECT 98-1, VERMONT PARK AREA STREET <br />RECONSTRUCTION SPECIAL ASSESSMENTS; WAIVE THE READING AND <br />ADOPT THE RESOLUTION ORDERING PAYMENT OF CITY'S STORM <br />SEWER COSTS ON PROJECT 98-1 FROM THE STORM WATER UTILITY <br />FUND; AND WAIVE THE READING AND ADOPT THE RESOLUTION <br />ORDERING PAYMENT OF THE W ATERMAIN SYSTEM IMPROVEMENT <br />COSTS ON PROJECT 98-1 FROM THE WATER UTILITY FUND. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Proper explained that Projects 96-11, 98-3, and 98-4 consisted of street reconstruction, <br />new curb and gutter, storm sewer, and water and sanitary sewer system improvements. <br /> <br />Project 96-11 involved 5th Ave. NW from 1st St. to Co. Rd. E-2, 1st St. NW from Old <br />Hwy 8 to 5th Ave., Co. Rd. E-2 from 5th Ave. to cul-de-sac, and 8th Ave. From 1st St. <br />NW to deadend. Project 98-3 involved 9th Ave. SW from 3rd St. SW to Old Hwy 8, <br />and 3rd St. SW from 9th Ave. SW to Old Hwy 8. Project 98-4 involved 1st St. Sw <br />from Old Hwy 8 to cul-de-sac, 5th Ave. SW from 1st St. SW to cul-de-sac, 8th Ave. <br />SW from deadend to 1 st St. SW, and 8th Ave, SW from 1 st St. SW to deadend. <br /> <br />Street work included removal of existing surfacing, street excavation and grading, <br />aggregate base, concrete curb and gutter repair, new concrete curb and gutter, <br />bituminous surfacing, and boulevard repair. Curb and gutter was installed on 8th <br />A venues NW and SW. <br /> <br />Project 96-11 included construction of the Co. Rd. E~2 Extension from 5th Ave. west to <br />the railroad tracks. New storm sewers were installed on 5th Ave. NW (Project 96-11) <br />and 1st St. SW (Project 98-4). The 5th Ave. storm sewer was constructed as a result of <br />the Hypro Pond Storm Sewer and E-Z Mini Storage Pond Storm Sewer projects. The <br />1st St. SW storm sewer was extended to the east to accommodate properties that may <br />have future storm sewer needs. Two watermain stubs and sanitary sewer stubs were <br />installed on 5th Ave. for future development of BCP3.
