<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 28, 1999 <br /> <br />Page 4 <br /> <br />Council Business <br /> <br />City Planner Cary Teague presented the New Brighton Comprehensive Plan Update. <br />The 1995 Land Planning Act requires all municipalities to update their plans by 2000, <br />The New Brighton Compo Plan was last updated in 1989 and is in need of revision. In <br />June 1998, a Task Force was created to work on the update along with consultant, <br />Hoisington Koegler Group (HKG), Numerous neighborhood meetings and events were <br />held in preparation of the Plan. The Planning Commission held a public hearing on <br />September 21, and recommended approval of the Plan, <br /> <br />Brad Schieb, HKG, explained the Plan's elements contain: land use planning, <br />infrastructure and utilities, transportation and mobility, housing, parks and recreation, <br />economic development, and environmental protection. HKG conducted meetings, <br />performed research, gathered information, explored, and evaluated possibilities to <br />achieve the V ision and those ideas expressed by the community, <br /> <br />New Brighton has a maturing population with primarily single family housing. Its close <br />proximity to St. Paul and Minneapolis downtown areas and the connection to the Rice <br />Creek Chain of Lakes enhances attractiveness. The City intends to redevelop the Old <br />Hwy 8 Corridor which involves land use changes and business park environments, <br />maintain compact and walkable shopping areas, create greenways along Rice Creek, and <br />apply urban design principals in main street areas, Because housing stock is aging, <br />maintenance will continue housing quality. The maturing population will also increase <br />the need for life-cycle housing, Demographics focused on establishing community <br />activity centers in City parks, The transportation plan outlines Old Hwy 8 and 10th 5t. <br />as becoming congested and solutions have been noted. HKG suggested continual plan <br />updates every five years, <br /> <br />Larson thanked Schieb, HKG, Cary, staff, and the Task Force for their efforts in <br />developing this plan. He noted that residents attending neighborhood meetings were <br />more apt to consider Silver Lake Road as the City's main thoroughfare. <br /> <br />Benke said gathering spots within City parks have been identified in the park and <br />recreation component, but this is conceptual with no specifics being considered. <br />Gunderman asked if the park component was addressed at the Planning Commission, <br />Benke said there is a need for more discussion of the park component, and also <br />suggested an inventory of business information to track employment opportunities, <br /> <br />Benke thanked residents who attended neighborhood grid meetings and whose ideas have <br />been factored into the product. He also thanked staff, residents, and the business <br />community for leading us through and providing input in this venture. <br /> <br />Teague presented a minor subdivision request by Bev Foster, 2679 15th St. NW, to <br />divide this parcel into two lots. The property is zoned R- I, and both lots meet minimum <br />code requirements. A concern that grading performed during construction could <br />negatively affect adjacent properties, Because of this, a condition requiring submittal of <br />the grading plan showing grades and drainage patterns is required. Benke asked if the <br />Building Official has reviewed the plans.
