Egan noted that Council will need to schedule a public hearing date <br />for final approval of the budget and tax levy, <br /> <br />There were no conunents from the audiences, <br /> <br />Motion by Hoffman, seconded by Samuelson, to CLOSE THE PUBLIC HEARING. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed. <br /> <br />Council Business <br /> <br />Egan presented the resolution declaring the maximum levy for 2000, The maximum <br />proposed levy for 2000 will be $3,298,700, which is a $201,700 increase over the 1999 <br />levy and represents a 6.5 % increase. She proposes the initial budget public hearing be <br />held December 6, 1999, and if necessary, the hearing will be continued to December 13, <br />The hearings will begin at 7:30 p,m. in the Council Chambers, <br /> <br />Motion by Samuelson, seconded by Hoffman, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION DECLARING THE MAXIMUM TAX LEVY FOR <br />2000; SCHEDULE DECEMBER 6,1999,7:30 P.M., AS THE INITIAL BUDGET <br />PUBLIC HEARING DATE; AND IF NECESSARY, THE PUBLIC HEARING <br />WOULD BE CONTINUED TO DECEMBER 13, 1999. <br /> <br />3 Ayes - 0 Nayes, Motion Carried, <br /> <br />Fulton presented the 1999 Collective Bargaining Agreement with the Law Enforcement <br />Labor Services (LELS) bargaining group covering Police Officers. The City recently <br />received the arbitrators ruling on the interest arbitration with the LELS unit. The <br />agreement represents an overall ,3 % change in wages and benefits. This low percentage <br />is due to a change in PERA employer contribution which resulted in a 2.13 % decrease. <br /> <br />The terms of the contract include: January 1, 1999 to December 31, 1999 effective date; <br />3 % cost of living increase; no change in health insurance contribution; $25 increase in <br />dental insurance contribution; $10 increase in uniform allowance; payment of $30 annual <br />fee for P,O.S.T.
