<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a regular meeting of the New Brighton City Council was held Tuesday, July 27, 1999, at <br />7:30 p.m. in the municipal building, 803 Old Highway 8 NW, <br /> <br />Present: <br /> <br />Mayor Benke, Councilmembers Gunderman, Hoffman, Larson, and Samuelson, <br /> <br />Absent: <br /> <br />None <br /> <br />Also Present: <br /> <br />Matthew Fulton, City Manager <br />Brian Olson, Civil Engineer <br />Les Proper, City Engineer <br />Cary Teague, City PlaIlller <br /> <br />Council A~enda <br /> <br />Gunderman added an item to the Special Order of Business. <br /> <br />Motion by Gunderman, seconded by Hoffman, to APPROVE THE AMENDED <br />COUNCIL AGENDA. <br /> <br />5 Ayes - 0 Nayes, Motion Carried, <br /> <br />Council Minutes <br /> <br />Motion by Samuelson, seconded by Hoffman, to WAIVE THE READING AND <br />APPROVE THE JULY 13, 1999, COUNCIL MEETING MINUTES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Commission Minutes <br /> <br />Mayor Benke, with Council consent, received the minutes of the Economic Development <br />Commission - June 8, 1999; Park, Recreation, and Environmental Commission - March <br />3, May 5, and June 2, 1999; and Planning Commission - June 15, 1999, <br /> <br />Special Order of Business <br /> <br />State Representative Barb Haake noted that Benke has announced his retirement from <br />mayoral office effective in January. She thanked Benke for his tremendous contributions <br />to the community throughout the many years. <br /> <br />Haake gave a brief overview of the 1998-1999 Legislative Session. She believes the most <br />successful achievement was the $2.9 billion tax relief package which contains a $1.3 <br />billion one-time tax rcbate, and $1,6 billion permanent income tax cut. The upcoming <br />Session would also identify alternatives in reducing government costs, Haake has been <br />appointed to the Local Government Agency Subcommittee to analysis expenditures and <br />operations, Other noteworthy efforts include the Education Bill to increase student <br />funding; and removal of $8 emission testing charge from motor vehicle fees, Benke <br />asked if there has been any movement in the lifting of municipal levy limits. Haake said <br />this would be discussed in the upcoming Session. Haake noted support of a nonpartisan <br />system, and reduction of the number of elected Representatives, Benke added there is <br />potential to reduce staffing in other areas of government.
