CONSIDERATION OF APPROVAL TO PURCHASE A NEW SINGLE
AXLE DUMP TRUCK WITH SNOW EQUIPMENT UNDER THE MNDOT
STATE BID IN THE AMOUNT OF $87,374.57.

5.

CONSIDERATION OF APPROVAL TO ACCEPT THE BID FROM
INTERST ATE POWER SYSTEMS FOR THE PURCHASE AND
INSTALLATION OF A 400KW EMERGENCY GENERATOR FOR THE
FAMILY SERVICE CENTER AT A BID PRICE OF $77,178.00.

5 Ayes - 0 Nayes, Motion Carried

Public Hearin~

John Kelley, Police Chief, presented applications for wine, beer, and nonintoxicating
malt liquor licenses for the Bru House, l431A Silver Lk, Rd. The applicant proposes to
sell wine and beer in conjunction with the restaurant business, The background check
revealed no reason to deny the request. Sunday Sales and exterior public space permits
are not requested at this time,

Due to insufficient timeliness of the notification for the first hearing, tonight's hearing
has been properly scheduled and noticed, Notices have been sent to the affected
neighbors, and published in the Bulletin and posted at City Hall,

Lynn Barton, applicant, believes the inclusion of wine and beer would enhance the menu
and create additional dinner/evening customer activity. She feels that because smoking is
not allowed in the restaurant, the inclusion of alcoholic beverages would not create a bar
or party scene, The hours of operation on Friday and Saturday nights may be expanded
to 11 :00 p.m, All employees would attend a Minnesota Hotel/Restaurant Association
seminar covering Minnesota State Law relating to serving of alcoholic beverages.

Patricia LeDuc, 1420 Silver Lk. Rd" feels serving alcoholic beverages and expanded
evening hours would create noise and disruption to neighboring properties.

Maria French, resident and Bru House patron, supports the liquor license and feels New
Brighton needs a family restaurant with dinner menu and nonsmoking atmosphere, She
feels the patrons of the Bru House are well behaved, and the proposed changes would
give people an opportunity to stop after a movie for dessert or sandwich.

Barton noted nearby restaurants which are open later and possess wine and beer licenses,
and have not created noise or disturbances, She added that occasional acoustic guitar
music would remain inside with no amplification.

Samuelson agreed the cliental would likely include the after-theater or dessert crowd.

Benke verified the City has received a petition with 221 signatures supporting the
license.

Consent Agenda

Purchase of Dump
truck
Report 99-159

FSC Purchase of
Emergency Generator
Report 99-160

Public Hearing

Bru House Liquor
License
Report 99-161
