Exterior space or Sunday sales <br />would not require a public hearing, but would be brought before the Council for review. <br />Kelley added that the establishment would be subject to random alcohol sting operations <br />and noise level compliance. <br /> <br />Benke apologized for any inconvenience associated with the original notification process, <br />and thanked the residents for their patience, <br /> <br />Motion by Samuelson, seconded by Hoffman, to CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried, <br /> <br />Motion by Gunderman, seconded by Hoffman, to DECLARE THE PUBLIC <br />HEARING HELD REGARDING LICENSE ISSUANCE; AND GRANT ON-SALE <br />WINE, BEER, AND NONINTOXICATING MALT LIQUOR LICENSES TO THE <br />BRU HOUSE, 1431-A SILVER LAKE ROAD, UPON PROOF OF WORKER'S <br />COMPENSATION INSURANCE AND LIQUOR LIABILITY INSURANCE, <br />LICENSE SHALL EXPIRE DECEMBER 31, 1999. <br /> <br />5 Ayes - 0 Nayes, Motion Carried, <br /> <br />Council Business <br /> <br />Finance Director Margaret Egan presented the bid award for the sale of $645,000.00 in <br />Improvement Bonds to be used for the construction of the Brightwood Hills Clubhouse, <br />The clubhouse will be financed through a combination of golf course reserves and <br />revenues bonds. <br /> <br />Dave MacGillivray, financial consultant, explained these bonds would be repaid through <br />gross revenues provided from golf course activity, and property taxes will not be used <br />for debt service. He recommended the negotiated bond placement reside with <br />Doughtery Summit Underwriting at an interest rate of 6.01 %. <br /> <br />Motion by Gunderman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTIONS AWARDING THE SALE OF THE CLUBHOUSE <br />IMPROVEMENT BONDS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried, <br /> <br />City Manager Matthew Fulton presented the bid award for the Clubhouse project. <br />Seventeen plan holders expressed interest, but many indicated they were unable to find <br />subcontractors to commit to the project. Eight bids were received and opened on June <br />29.
