He believes the 1998 Legislative
Session had special historical significance because it began the era of tri-partisan
government in Minnesota, The 1998 Legislature approved a $1,5 billion sales tax rebate
which is based on 1997 taxable income. The average rebate for a single filer would be
$300-500, and $800-$1,000 for joint. Also, there will be a slight reduction in property
taxes, and a portion of this surplus will be used for K-12 education, Unfortunately,
attempts to reduce Motor Vehicle license fees was defeated, He noted disappointment that
proposals to use tobacco settlement funds for senior citizen health care reform, and
reductions in motor vehicle license fees were both defeated, The tobacco settlement will
be used to create endowment funds for health care and smoking related programs, He is
hopeful the 1999 Session will bring stricter OWl refonn. Another defeated bill would have
allowed the use of tax increment financing for community recreational centers and
activities.

Council Agenda

Council Minutes

Special Order of
Business

Business of Year
Innsbruck Jewelers
Report 99-128

Chaudhary
Legislative Update
