<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 11, 1999 <br /> <br />Page 2 <br /> <br />Consent Agenda <br /> <br />City Manager Matthew Fulton requested the bid award for the Family Service Center <br />(FSC) Emergency Generator be moved to the Council Business Agenda. <br /> <br />Motion by Samuelson, seconded by Hoffman, to APPROVE THE AMENDED <br />CONSENT AGENDA ITEMS AS FOLLOWS: <br /> <br />1. <br /> <br />CONSOLIDATED VOUCHERS: 083598-083777 FOR A GRAND TOTAL <br />OF $659,893.89. <br /> <br />2. <br /> <br />CONSIDERATION OF APPROVAL TO ISSUE A PERSONAL SERVICE <br />LICENSE FOR THERAPEUTIC MASSAGE TO CYNTHIA CLARK <br />VALID UNTIL DECEMBER 31, 1999. <br /> <br />3. <br /> <br />CONSIDERATION OF APPROVAL TO GRANT THE NEW BRIGHTON <br />JAYCEE'S A TEMPORARY ON-SITE LIQUOR LICENSE FOR THE <br />PARKING LOT BETWEEN CHAMPPS AND FIRSTAR BANK ON JULY <br />11, 1999; PROVIDED THAT BOTH PRIVATE SECURITY AND AN OFF- <br />DUTY NEW BRIGHTON POLICE OFFICER BE RETAINED TO <br />PROVIDE SECURITY. <br /> <br />4. <br /> <br />CONSIDERATION OF APPROVAL OF THE PLANS AND <br />SPECIFICATIONS FOR A CLUBHOUSE FOR BRIGHTWOOD HILLS <br />AND AUTHORIZE ADVERTISEMENT FOR BIDS. <br /> <br />5. <br /> <br />CONSIDERATION OF APPROVAL TO WAIVE THE READING AND <br />ADOPT THE RESOLUTION AUTHORIZING PREPARATION AND <br />EXECUTION OF A PURCHASE AGREEMENT FOR 639 6TH AVENUE <br />NW (MILES PROPERTY). <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearing <br /> <br />Civil Engineer Brian Olson presented continuation of the public hearing for Project 99-3, <br />Hansen Park Area Alley Reconstruction. Council received public comments on April <br />27, however, the hearing was continued due to a public notification error. The majority <br />of comments related to the alley located at 8th and 9th AVe. NW between 6th and 7th St. <br />Because of these comments, staff identified two alternatives for this specific alley. <br /> <br />Alternative #1 involves partial reconstruction. This alternative would repave that <br />portion of the alley with driveway access, but vacate the remainder while retaining the <br />utility easement. This option addresses the submitted petition by resolving through <br />traffic and elimination of assessments. However, the disadvantages involve limited <br />utility access, relocation of garbage pickup, and less police presence. <br /> <br />Alternative #2 involves full alley replacement and changes to the assessment policy to <br />include a 25 % City contribution.
