Advantages would include <br />year round utility maintenance, assessment rate reduction of $8.82 to $6.6211 ineal ft., <br />alley garbage pickup, resident access, and police presence. The disadvantage is the <br />perception of unchanged traffic flow, and resident opposition to assessment charges. <br />Staff believes the alley reconstruction project is feasible and recommends Alternative #2. <br /> <br />The City generally waits one year after project completion to hold the assessment <br />hearing. After the hearing, residents have 30 days to pay the entire or part of the <br />assessment without interest charges. Remaining assessments are then certified to <br />Ramsey County for collection through property taxes. The City has a deferment policy <br />for qualifying senior citizens. <br /> <br />Samuelson asked what would be an average assessment for the alley replacement. Olson <br />acknowledged there are varied lot sizes within this project, but overall, the assessments <br />for a 40 ft. lot and 110 ft. lot would be $264 and $780, respectively. Samuelson agrees <br />the 25 % contribution has provided reduced assessment rates. <br /> <br />Larson noted a project which vacated a number of alleys which later resulted in utility <br />accessibility problems. Olson explained that crews encountered problems accessing the <br />midblock manholes because of fences or structures built over easement areas. <br /> <br />In regards to a resident question, Olson confirmed that one petition was received, and <br />staff has not heard from other areas expressing alley abandomnent. <br /> <br />One resident questioned why the alley is being reconstructed. Olson said the alleys were <br />constructed more than 25 years ago, and staff has received resident complaints regarding <br />the alley's poor surface conditions. <br /> <br />There were no other comments from the audience. <br /> <br />Motion by Larson, seconded by Samuelson, to CLOSE THE PUBLIC HEARING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Samuelson, seconded by Hoffman, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ORDERING THE PROJECT AND AUTHORIZING <br />PREPARATION OF PLANS AND SPECIFICATIONS FOR PROJECT 99-3, <br />HANSEN PARK AREA ALLEY RECONSTRUCTION USING ALTERNATIVE <br />#2; FULL ALLEY REPLACEMENT WITH THE CITY PICKING UP 25% OF <br />RESURFACING COSTS FROM THE SANITARY SEWER UTILITY FUND. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Finance Director Margaret Egan presented the issuance of general obligation special <br />assessment and revenue bonds.
