Section 6-620, Permitted Uses. A. Residential Uses. Use the term "enclosed" <br />versus "underground" parking. <br />2. Section 6-620, Permitted Uses. B. Commercial Uses. Sentence three, use the <br />term "adjacent to or have direct access to State highways." <br />3. Section 6-640, Use by Special Use Permit. E. Mixed Industrial/Commercial <br />Uses. Sentence six language stating residential usage should be permitted. <br /> <br />Teague presented a minor subdivision request by Gregory Jackson to divide three <br />existing parcels on 16th Ave. SW, north of Silver Ln. and south of 3rd St. SW, into two <br />lots. The project is zoned R-l, Single Family Residential. The proposed lots meet all <br />minimum City Code requirements. Staff's only concern was possible impacts to <br />adequate properties during the construction period. Because of this, staff recommended <br />a condition of approval requiring submittal of a grading plan with the building permit. <br /> <br />Hoffman asked if any neighborhood concerns were expressed. Teague said public <br />hearing notices were mailed to residents within 350 ft. of the property. No concerns <br />were expressed at the public hearing. <br /> <br />Motion by Gunderman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVAL PL-250 SUBJECT TO THE <br />FOLLOWING CONDITIONS: <br />1. A GRADING AND DRAINAGE PLAN MUST BE SUBMITTED WITH A <br />BUILDING PERMIT APPLICATION TO ENSURE THAT ANY <br />GRADING ASSOCIATED WITH THE CONSTRUCTION OF THE TWO <br />HOMES SHALL NOT HAVE ANY NEGATIVE IMPACTS ON <br />ADJACENT PROPERTIES. <br />2. THERE SHALL BE NO BUILDING ENCROACHMENT INTO THE <br />DRAINAGE EASEMENT. <br />3. THE APPLICANT SHALL WORK WITH THE CITY'S ENGINEERING <br />DEPARTMENT IN REGARD TO UTILITY HOOKUPS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Teague presented the rezoning of the St. John the Baptist Church property from R-IA, <br />Single Family Residential to B-4, Downtown Business. The proposal would demolish the <br />Parish House, and construct a church addition to include a fellowship area, meeting <br />rooms and nursery. Under a R-IA, the expansion would not be allowed due the Floor <br />Area Ratio (FAR) not meeting the 30% maximum, but a B-4 allows a 100% FAR. <br />Churches are allowed in a B-4 upon issuance of a Special Use Permit.
