His examination of many traffic analyses found sidewalks <br />contribute to the safety of the pedestrian community and provide traffic calming. <br /> <br />Dean Elwell, 42 16th Ave. SW, thanked the Engineering staff and Council for allowing <br />resident input. He supports the sidewalk and narrowed street, and feels it would provide <br />for a friendlier neighborhood. Speed continues to be an issue, and the narrowed street <br />and sidewalk will provide a safe place for children to walk and bicycle. <br /> <br />Karen Wolfe, 275 16th Ave. SW, asked if the road's center line would shift. Olson said <br />the area was platted at different times resulting in a 33 ft. west easement and a 30 ft. east <br />easement from the center line. The only way a center line would change is through City <br />acquisition of an easement area. Wolfe asked if the City would install stop signs if <br />speeds are not reduced within a year after construction. Benke said the City will <br />monitor conditions to determine if additional traffic calming methods are needed. <br /> <br />Dr. Candice Beaulieu, 1609 1st St. SW, favors the narrowed street and landscaping, and <br />asked if retaining walls are needed to offset grade changes. Olson explained that staff <br />will identify locations where retaining walls may be needed. <br /> <br />Jerry Olsen, 1621 Co. Rd. E, asked the status of the construction right of entry <br />agreement. Brian Olson said the agreement's details should be completed sometime next <br />week. Because Olsen's property is oversize and borders Co. Rd. E, staff will need to <br />determine if this parcel was assessed under a previous Co. Rd. E project. <br /> <br />There were no further comments from the audience. <br /> <br />Motion by Larson, seconded by Samuelson, to CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Samuelson asked if the project entails installation of speed signs. Olson verified 30 mph <br />speed signs will be posted, and an advisory speed sign will be posted at the curve. <br /> <br />Hoffman asked if a "No right turn on red" sign could be posted at Silver Ln. and Silver <br />Lk. Rd. to alleviate traffic using 16th Ave. as a shortcut. Olson explained that Silver <br />Lk. Rd. is a Ramsey County Road, but staff will investigate. <br /> <br />Benke asked if the project contains a design for boulevard tree plantings. Olson said the <br />feasibility study recommends boulevard tree spacing every 40 ft. along 16th Ave. Benke <br />supports the sidewalk and 38 ft. road width, and asked if the tree spacing could be <br />tightened to every 30 ft. <br /> <br />Motion by Samuelson, seconded by Larson, to PROVIDE FOR INST ALLA TION OF <br />A SIDEWALK ON THE WEST SIDE OF 16TH AVENUE SW IN CONJUNCTION <br />WITH PROJECT 99-1, HIGHCREST AREA STREET RECONSTRUCTION <br />PROJECT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearing <br /> <br />Highcrest Area Street <br />Reconstruction Project <br />99-1 <br />Report 99-087 <br />Resolution 99-033 <br />
