<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 13, 1999 <br /> <br />Page 6 <br /> <br />Public Hearing. continued <br /> <br />Motion by Gunderman, seconded by Samuelson, to RECONSTRUCT 16TH AVENUE <br />SW AND FOSS ROAD AT A 38-FOOT WIDTH WITHOUT PARKING <br />RESTRICTIONS IN CONJUNCTION WITH PROJECT 99-1, HIGHCREST <br />AREA RECONSTRUCTION PROJECT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Larson noted the positive outcome and resident satisfaction of the similar previously <br />reconstructed 8th Ave. project. He asked staff to pursue the "no right turn' sign with <br />County staff. <br /> <br />Councilmember of the Month Joan Kelly believes the sidewalks will provide pedestrian <br />safety in this neighborhood. <br /> <br />Benke explained that traffic control devices installed at incorrect locations may adversely <br />effect and create additional hazards. Additional landscaping and lighting will assist in a <br />safer roadway, and the City will continue to evaluate solutions to traffic calming. <br /> <br />Motion by Gunderman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ORDERING PROJECT 99-1, HIGHCREST AREA <br />STREET RECONSTRUCTION, AND AUTHORIZE PREPARATION OF PLANS <br />AND SPECIFICATIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Olson confirmed that crosswalks will be installed throughout the project, and the final <br />design should be completed the end of May. Plantings are allowed in the boulevard, but <br />residents should be aware of the possibility of snowplow damage. Council thanked the <br />residents for their input and comments. <br /> <br />Council Business <br /> <br />City Planner Cary Teague presented the Zoning Ordinance Amendment for outside <br />storage within 1-1, Light Industrial and 1-2, Heavy Industrial Zoning Districts. This item <br />was tabled from March 23 in order to notify affected property owners. Over 60 <br />notifications were mailed to property owners with 1-1 and 1-2 land designations. The <br />only respondent was Bell Pole who had concern of how this affects their existing <br />business. Teague confirmed that Bell Pole would be grand fathered in because this <br />action only affects new businesses or existing business wishing to expand. <br /> <br />A survey of surrounding cities found a majority regulate outside storage.
