<br />'" <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a regular meeting of the New Brighton City Council was held Tuesday, March 23, 1999, <br />at 7:30 p.m. in the municipal building, 803 Old Highway 8 NW. <br /> <br />Present: <br /> <br />Mayor Benke, Councilmembers Hoffman, Larson, and Samuelson. <br /> <br />Absent: <br /> <br />Councilmember Gunderman <br /> <br />Also Present: <br /> <br />Su Arntz, Assistant to the City Manager <br />Jill Bishop, Economic Development Specialist <br />John Kelley, Police Chief <br />Charlie LeFevere, City Attorney <br />Kevin Locke, Community Development Director <br />Brian Olson, Civil Engineer II <br />Les Proper, City Engineer <br />Jeff Schopf, Councilmember of the Month <br />Cary Teague, City Planner <br /> <br />Council Agenda <br /> <br />Motion by Hoffman, seconded by Samuelson, to APPROVE COUNCIL AGENDA. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Minutes <br /> <br />Motion by Samuelson, seconded by Hoffman, to WAIVE THE READING AND <br />APPROVE THE MARCH 9, 1999, COUNCIL MEETING MINUTES. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Commission Minutes <br /> <br />Mayor Benke, with Council consent, received the minutes of the Park, Recreation, and <br />Environmental Commission - February 3, 1999; and Planning Commission - February <br />16, 1999. <br /> <br />Special Order of Business <br /> <br />Council thanked the New Brighton/Mounds View Area Chamber of Commerce for their <br />donation of $1,200 to be used to purchase promotional banners. <br /> <br />Larry Baker, Chair, presented the 1998 Planning Commission Year End Report. In <br />1998, the Commission reviewed: 33 Land Use Applications, 12 Site Plans, 3 Non- <br />conforming Use Permits, 3 Variances, 5 Special Use Permits, 1 Planned Use <br />Development, 1 Rezoning, 6 Subdivisions, and 3 Ordinance Amendments. Significant <br />1998 projects included: Stony Lake residential subdivision, Meadowood Shores Senior <br />Housing, Donatelle Plastics, Ordway Mixed Use, Ken's Market and Higher Grounds, <br />New Brighton Golf Course Clubhouse, McDonalds and Minar Ford, and the PDQ Store. <br />The Commission was active in the Comprehensive Plan Amendment process, and <br />creation of the MX Zoning District and subsequent rezoning of the Northwest Quadrant. <br />Currently, the Commission is analyzing whether to allow gasoline sales in the MX <br />District.
