However, Council has not reviewed the petitions and rendering a
quality judgement is difficult. At this time, Council would receive public comment.

Brian Olson, Civil Engineer II, explained that the reconstruction is recommended due to
the poor condition of the following streets: 13th Ave. SW, 14th Ave. SW, 15th Ave.
SW, 16th Ave. SW, 17th Ave. SW, 1st St. SW, 2nd St. SW, and Foss Rd. It has been
determined the jointly owned New Brighton/St. Anthony Silver Lane will not be
included in this project. The streets will be reconstructed at a 32 ft. wide, 7 ton design,
except for 16th Ave. SW and Foss Rd. which will be constructed at 9 ton. Reinstallation
will be very close to existing grades with minimal adjustments to improve drainage. A
sidewalk would be constructed along the north side of Silver Ln. and Foss Rd. to tie into
the sidewalk system. Staff identified a sidewalk crossing over the railroad property to
connect into the Silver Lk. Rd. and Old Hwy 8 sidewalks. The sidewalk on the west
side of 16th Ave. SW would tie into the existing sidewalk on Co. RD. E.

Storm sewer modifications would be made between 15th and 13th Ave. SW, 16th Ave.
SW, and Co. Rd. E between Oakwood Dr. and 17th Ave. Modifications would be made
to the sanitary sewer on 13th Ave. SW. A new watermain valve will be installed on
13th Ave. SW to increase the efficiency in the event of a watermain break.

Vouchers
Report 99-063

Financing for
Streetscape Project
Report 99-064
Resolution 99-021

Playground Equipment
Report 99-065

Pay Plan Adjustments
Report 99-066
Resolution 99-022

St. John Church
Exemption Gambling
License
Report 99-067

Server Project
Report 99-068
Resolution 99-023

Public Hearini

Project 99-1,
Highcrest Area Street
Reconstruction
Report 99-069
